5. Give special support to talents in salt universities. Support the universities in salt to introduce high-level talents and teams that are closely integrated with the needs of local industries, and give 2 million yuan/name and 1 million yuan/name respectively to the academicians of the two academies and those selected for the national major talent project (Changjiang Scholars, winners of the National Outstanding Youth Fund or experts and scholars with similar academic status and achievements); Full-time newly introduced academic leaders from outside the city and high-level talents with full-time titles or sub-high titles will be given financial aid to their universities according to 5, yuan/name, 3, yuan/name and 15, yuan/name respectively.

7. implement the "salt gathering action" of thousands of students. Increase the attraction of college graduates, introduce enterprises and social organizations in our city or come to Salt to start their own businesses, and for the first time, participate in various social insurances in Salt and pay normal fees. Full-time doctoral students, master students and undergraduates under the age of 35 will be given living allowances of 3, yuan/month, 1,5 yuan/month and 1 yuan/month respectively within three years, and provide supporting services such as renting houses and buying houses. Non-Yancheng citizens will be given a transportation subsidy of 2 yuan/year for visiting relatives within 3 years.

8. carry out the "salt-retaining action" for college students stationed in salt. Encourage graduates from colleges and universities in salt to stay in salt for employment and entrepreneurship, and give 5 yuan/month special subsidies for staying in salt within 3 years for full-time fresh graduates (including technicians) who are employed or start their own businesses by enterprises and social organizations in our city and participate in various social insurances and pay normal fees for the first time in salt.

During the postdoctoral stay, refer to the full-time newly introduced full-time doctoral students in our city to enjoy the corresponding living allowance and transportation allowance for visiting relatives. The policy enjoyment period is 2 years. Postdoctoral students (excluding part-time doctors from their original work units in our city) who work in salt after leaving the station and meet the corresponding conditions shall be regarded as full-time newly introduced full-time doctoral students in our city to enjoy the corresponding policy treatment, and the two-year policy enjoyment period at the station shall be counted as service years in salt.

Special funds for the introduction plan of high-level entrepreneurial innovative talents in Jiangsu Province are set up and included in the provincial budget. For newly introduced talents, each person (team) will be given a one-time funding of not less than 1 million yuan for entrepreneurial innovation. For those who have been funded by cities and counties (cities, districts) and have achieved remarkable results in entrepreneurial innovation, they can be given continuous funding on the basis of merit. Once the funding plan for talent introduction is issued, the corresponding funds will be allocated to the reporting unit, and the unit will directly allocate them to the individuals who introduce talents.
