Chen, a native of Fuqing, Fujian, was admitted to Beijing Institute of Technology from a township middle school in Fuqing. 1992 after graduating from university, he won a scholarship to study in the United States, obtained a master's degree in engineering from the University of Texas, and then obtained an MBA from the University of Chicago. He has worked in Emerson Electric, McKinsey & Company, Oracle Bone Inscriptions Company and other American enterprises. He has served as product marketing manager, senior product manager/director and health education industry director of Oracle Bone Inscriptions Company.
