Due to many reasons, such as the imperfect legal system of expropriation and demolition, out-of-control supervision and so on, the illegal buildings in "villages in the city" are serious, and the illegal buildings in my jurisdiction have reached one third of the legal buildings, which not only caused a lot of economic losses in my jurisdiction, but also increased the difficulty of land acquisition and demolition.

(E) It is difficult to allocate land acquisition compensation.

At present, there is no clear legal and policy basis for the distribution of rural land acquisition compensation, and there are two dilemmas in the distribution of land acquisition compensation: First, it is difficult to determine the distribution object. The situation of "village in city" is complicated, and some are pure land contractors; Have a plenty of registered permanent residence in the local, people in the field, have a work unit; Some are foreign residents. Villagers' groups are often only partially expropriated, and there are differences in price and population changes before and after expropriation. There are contradictions and problems in distribution, such as distributing the population equally or from whom. Therefore, a land acquisition, compensation and distribution work often takes months or even years. Often, due to the unresolved contradictions and disputes, the passbook of land acquisition compensation is locked in the village safe, and rural cadres often have a headache for the payment of land acquisition compensation.

(six) land acquisition, demolition and development difficulties of the masses

According to the survey, first, the construction of mortuary is slow. Due to the owner's funds and other reasons, the house was demolished and the mortuary was not built for a year, two years or even three years. Even if it is completed, some people are slow to move because of their habits and unsatisfactory quality of the house. Up to now, there have been two houses in Ande District. Although they have been built, few people have moved in. Second, the landless peasants are worried about their future life. Because the social security mechanism is not perfect, they have lost their land for generations. In addition, they have low education level, no professional skills and employment difficulties, and they are worried that their living standards will be lower than before. Third, farmers in "cities and towns" are relatively rich by growing vegetables, rice and aquaculture. The masses are worried: "The land has been expropriated, the land has not been planted, the aquaculture industry can't go on, and the land has been lost and the job has been lost." There are still some cadres in my jurisdiction who say: "We also have the strength to develop and projects that are in line with the direction of industrial development, but it is very difficult for us to requisition our own land for projects."

Second, people-oriented, deepen reform, and achieve harmony in land acquisition and demolition.

The problem of land requisition and demolition is the focus, hot spot and difficult problem in current society. We should conscientiously implement Scientific Outlook on Development, put people first, expropriate land according to law, deepen reform, coordinate urban and rural areas, adjust the interests of the state, the collective and the people being demolished, and strive to achieve harmonious demolition.

(1) Improve policies and regulations to provide legal protection for harmonious land acquisition and demolition. Land acquisition and demolition must adhere to the principle of ensuring that the original living standards of landless farmers are not reduced and their long-term livelihood is guaranteed. We should standardize the compensation for rural collective land and house demolition at the legal level as soon as possible, so as to make the compensation standard more clear, open and unified, effectively protect the legitimate rights and interests of farmers, and ensure that farmers can have a proper life and practical protection in the case of land acquisition and demolition. In modern civilized politics, all "signs" must be in accordance with the law, and "signs" can only be started according to the law. This is the case with taxes and conscription. In accordance with the provisions of the Constitution, the Land Administration Law and the Property Law, we should formulate unified regulations on urban and rural expropriation and demolition as soon as possible, and use laws to straighten out, adjust and standardize the relations among various stakeholders in the process of expropriation and demolition. Establish and improve the legal system of equal demolition subjects and coordinated development between urban and rural areas, so that the land acquisition and demolition work can really be followed by laws.

(2) Fairness, justice, reasonable compensation and harmonious land acquisition and demolition.

1. Expand people's right to know and participate in project construction. Before the demolition, conduct comprehensive and in-depth publicity on the significance of the project construction and the demolition policy, solicit opinions from the masses extensively, and carefully sort out, so that the demolition plan can fully reflect the people's feelings, reflect public opinion, give consideration to the interests of all parties, and share interests in a balanced way.

2. Effectively implement the "three openness". Publicly collect the number of demolition, the compensation standard and guarantee policy, the compensation amount, and accept the supervision of the audit and demolition.
