According to the spirit of the document Notice of the Provincial Department of Education on Declaring the 20 14 Pilot Project of Education Informatization (No.Xiangjiao [2014]1), this implementation plan is specially formulated to ensure the timely implementation of the construction project.

I. Overview

1. Project name: promote the innovation of "three links" mechanism in the whole county.

2. Basic information: Datong Lake area is adjacent to East Dongting Lake, and has always been called a remote and hard area in Hunan Province. In August 2000, the original four state-owned farms, namely Datong Lake, Qianhongshan, Jinpen and Beizhouzi, Datong Lake Fishing Ground and Nanwanhu Military Reclamation Farm were transformed into new areas. The new area now governs 5 townships, 1 office, with a total population of136,000. There are 20 primary and secondary schools in the whole region, with 650 in-service teachers and 8420 students. Fifty years of farm system has seriously hindered the development of farm education. After the establishment of the new district, the district committee and district management committee increased investment year by year to improve the conditions for running schools. After three years of assistance in 2008-20 10 and the construction of qualified schools in 2008-20 13, the teaching conditions in our district have been continuously improved. There are 20 multimedia classrooms and 20 computer classrooms. Schools above middle school in the town have passed 8M optical fiber, and other villages have passed 4M optical fiber. 20 13 completed the construction of "Banbantong" for 50 classes in three schools in District No.1 Middle School and Heba Town Center. Due to many factors such as geography and treatment, the long-term teachers in our district are weak, the age and subject structure of teachers are seriously unreasonable, and the education development is unbalanced. This year, it is planned to build a high-standard metropolitan area network. All 20 schools in the region are connected to 1000M optical fiber, so as to realize "broadband network school-to-school communication", complete the task of building the remaining 150 classrooms with "Banbantong", realize and implement "Banbantong" and "Everyone" as high-quality educational resources for cyberspace learning, improve teachers' information literacy and network research ability, and solve the problem.

3. Guiding ideology: Guided by the Ten-year Development Plan for Education Informatization and the Three-year Action Plan for Education Informatization in Hunan Province (20 13-20 15) (Xiangjiaofa [2013] No.24), adhere to the core concept of deep integration of information technology and education and teaching practice. Explore the innovative mode of promoting regional education informatization, completely solve the imbalance of basic education resources in our region, improve the overall level of education informatization in the whole region, promote the transformation of education management to intelligence, lay a good foundation for the construction of "Digital Datong Lake" and enhance the overall image of Datong Lake area.

4. Work objective and time limit: To implement the task of "three links and two platforms" deployed by the National Conference on Education Informatization, and in accordance with the education informatization promotion mechanism of "government guidance, enterprise participation, school application and service drive", an education informatization system with sound mechanism, complete facilities, sufficient resources, wide application and remarkable benefits will be initially established in three years, and policies, measures, institutional mechanisms and reforms and innovations for promoting regional education informatization will be actively explored. Complete the three-year plan for the construction of our region within two years, and then realize the full coverage of high-quality resources in the whole region, so as to strengthen the deep integration of educational informatization and education and teaching, and actively explore the innovative role of informatization in optimizing the educational environment, exploring the laws of informatization education, deepening the reform of education and teaching, reforming educational management and services, and changing the mode of personnel training. , so as to truly make information technology have a revolutionary impact on education and teaching, promote fairness and improve the quality of education and teaching.

5. Source of funds: adhere to government investment and form a new mechanism of multi-channel capital investment. 1. Construction of Education MAN in Datong Lake Area. With the central computer room as the core, connected to the Internet, 20 schools in the whole region are connected by optical fiber to realize inter-school interconnection and high-quality resource sharing. 2. Standardize and promote the construction of campus network. Schools above primary schools in township centers have been connected with 8M optical fiber, while other primary schools have been connected with 4M broadband, which cannot meet the needs of office and teaching. This year, all classrooms, offices and function rooms will be equipped with network ports, 1000M fttp, and a perfect campus local area network will be built to realize the "broadband network-to-school communication" and "class-to-class communication" of high-quality resources. Promote the construction of campus network standards, all schools set up master control rooms, equipped with professional routers, switches and servers, unified cabinets and unified signs; Network cables are laid in classes and lesson preparation rooms, and the school network covers every teaching and office place, which can meet the needs of teaching and office. By 20 15, we will actively create conditions to achieve full coverage of wireless broadband networks in township central primary schools and above. The campus network deploys basic application platforms such as "Banbantong" centralized management, teaching and research preparation, and school-based resources to improve the efficiency of the campus network.

3. Accelerate the construction of network environment. In 20 13, 50 classes in No.1 Middle School of Baoshan School in Xiaoshan and Heba Town Center completed "Banbantong" multimedia teaching equipment, and the town middle school and center built a multimedia lecture hall with basically complete equipment, and all schools in the region also had computer classrooms. 20 14 "Banbantong" multimedia teaching equipment has been realized in primary and secondary schools in the whole district. Establish an electronic lesson preparation room for teachers, all connected to broadband, and establish a public resource management platform for middle schools in Zhonghe Town, District 1.

It is necessary to actively promote the introduction of new media and technologies into the classroom, and realize that all classes in primary and secondary schools are equipped with multimedia teaching equipment with computers or interactive electronic whiteboards or touch-controlled teaching machines as the main body, with the functions of receiving TV programs, playing courseware, surfing the Internet, interactive teaching and so on, and all schools in the region can realize "class-to-class communication" of high-quality resources.

On the basis of education metropolitan area network, Datong Lake basic education resource network is built and seamlessly connected with provincial basic education resource network to realize data sharing. Integrate education and teaching resources through various forms and ways, and carry out teaching seminars on the application of basic education resources. In the construction of the "Half-class Communication" project, we should first upgrade the school's network broadband access mode, and pull all 1000M optical fibers from the central computer room of the bureau to enter the school, so as to provide a fast, stable and safe network environment for the school. Secondly, it is necessary to build the basic network environment of the school, so that all offices, function rooms and classrooms of the school can access the Internet through the campus network, and initially form a digital campus network environment. Schools above the town center use platforms such as Hunan Basic Education Resource Network and Modern Education Technology Network to complete the framework design and management platform deployment of school-based resource database, and integrate existing education and teaching resources (including CD-ROM resources). Teachers are actively encouraged to make full use of the provincial public service platform for educational resources, and explore the deep integration of high-quality educational resources and classroom teaching in the form of special delivery classes, famous teacher classes and online classes of famous schools, so as to realize the "sharing of high-quality educational resources by class".
