Chapter I General Provisions Article 1 In order to strengthen the management of rural machinery maintenance points in our city, improve the maintenance quality, ensure the good technical condition of rural machinery and give full play to the role of rural machinery, these measures are formulated in accordance with the relevant provisions of the state and the province and combined with the actual situation of our city. Article 2 All state-owned, collective (cooperative) factories (workshops), private enterprises and individual maintenance households engaged in the maintenance of agricultural vehicles (located in townships and towns, the same below), tractors, internal combustion engines, rural electromechanical equipment and agricultural, forestry, animal husbandry, auxiliary and fishery machinery and equipment in our city shall abide by these measures. Third levels of agricultural machinery management bureau (hereinafter referred to as the Agricultural Machinery Bureau) is the competent department of the city's agricultural machinery maintenance points. City, county (city), the district set up agricultural machinery maintenance management leading group, responsible for organizing and coordinating the work, its office is located in the Agricultural Bureau.

Agricultural machinery maintenance leading groups at all levels shall set up agricultural machinery maintenance assessment committees and agricultural machinery maintenance monitoring stations to be responsible for the technical management of agricultural machinery maintenance points within their respective jurisdictions. Chapter II Grading Standards for Maintenance Points of Agricultural Machinery Article 5 Maintenance points of agricultural machinery are divided into comprehensive maintenance points, special maintenance points and mobile maintenance households. Sixth agricultural machinery comprehensive maintenance points are divided into one, two and three levels from high to low.

Three-level maintenance point: able to undertake technical maintenance, troubleshooting and sporadic repair of rural power machinery tools such as agricultural vehicles, tractors and internal combustion engines; It is necessary to repair and dismantle tools, measuring tools, pliers, welding and other repair equipment; The workshop area is more than 50 square meters; Professional engineering and technical level has reached the ministerial standard level 3 or above.

Secondary maintenance point: In addition to undertaking tertiary maintenance points and repair projects, it can also carry out chassis recovery and repair of rural power machinery such as agricultural vehicles, large and medium-sized tractors, internal combustion engines, local engine repair, advanced maintenance and troubleshooting of the whole machine, and repair of small electromechanical equipment and large farm tools; In addition to the conditions of repair equipment for three-level maintenance points, it should also have corresponding disassembly, cleaning, testing, repair and debugging equipment, as well as necessary repair and processing equipment such as turning, pliers, forging and welding; The workshop covers an area of 100 square meters, with civilized and safe production conditions, sound management system and complete common technical data; Equipped with more than one repair technician or senior repairman to take charge of technical work, and the skilled workers who reach the standard of Grade 4 or above issued by the Ministry reach more than 20% of the total number of repair workers.

First-class maintenance point: In addition to the repair items of the second-class maintenance point, it can undertake the recovery repair of the whole machine and engine of rural power machinery such as agricultural vehicles, large and medium-sized tractors and internal combustion engines, and the professional repair or regeneration of assemblies and parts; It has complete sets of equipment such as disassembly, cleaning, identification, repair, installation, running-in, debugging and repair quality inspection of rural power machinery and corresponding processing and repair equipment; The maintenance workshop covers an area of more than 400 square meters, and its facilities meet the requirements of various types of work, with civilized and safe production conditions, sound management system and complete technical information; The number of repair technicians shall not be less than 5% of the total number of repair workers, at least one engineer or assistant engineer and technician shall be in charge of technical work, and the number of skilled workers above Grade 5 of the standards issued by the Ministry shall reach more than 20% of the total number of repair workers, and there shall be full-time quality inspectors. Article 7 Special maintenance points of agricultural machinery refer to maintenance points that operate one or more businesses. The specific criteria are as follows:

Fuel pump maintenance point: able to undertake the maintenance and debugging of diesel fuel pumps for agricultural vehicles, tractors and diesel engines; Equipped with fuel pump test bench, fuel injector test bench, standard pump, parts disassembly and cleaning workbench and various professional disassembly tools; The indoor working area is above 10 square meter; The technical level of fuel pump maintenance and commissioning workers is above the ministerial standard level 4.

Motor and electrical equipment maintenance point: able to undertake the maintenance, maintenance and debugging of agricultural motor and electrical equipment. There are electrical test stands, electrical instruments, instrument lamp maintenance stands and special hand tools. The indoor working area is above 10 square meter; The technical level of electrical maintenance workers is above the standard level 4 issued by the Ministry.

Tire repair point: able to undertake tire repair of rural transport machinery. With tire repair equipment, air compressor, tire dismounting machine, barometer and special tools for tire dismounting; There are enough workplaces; The technical level of tire repair workers is above the standard level 4 issued by the Ministry.

Welding repair point of agricultural machinery: able to undertake welding (repair) repair of rural machinery. There are gas welding equipment, electric welding machines, bench drills, grinders, lathes and so on. Having a corresponding workplace; The technical level of welding repairman is above the ministerial standard level 4. Eighth mobile repair households should have commonly used disassembly tools and measuring tools; The technical level of repairman is above the standard level 3 issued by the Ministry; Have a clear business project and scope. Article 9 The number and grade of maintenance points that have not yet issued corresponding standards can be determined according to the actual situation and with reference to the standards in Articles 6 and 7. Chapter III Opening, Alteration and Cancellation of Agricultural Machinery Maintenance Points Article 10 The opening of agricultural machinery maintenance points shall meet the following conditions:

(2) Having employees and legal representatives suitable for the business scale and scope;

(3) Having a place suitable for its business scale and scope;

(4) Having a management system, institutions and conditions suitable for the scale of operation and the projects undertaken;

(5) Having other conditions as prescribed by laws and regulations.
