I. Place of selection and appointment

20 13 province * * * employs 700 university student village officials, including 55 fresh graduates from "985" engineering colleges. See annex 1 for the specific allocation places of cities and counties (cities, districts).

Second, the recruitment target

1, "985" engineering college graduates;

2. Full-time undergraduate graduates from 18 undergraduate colleges in our province (see Annex 3 for the list) were born in party member (including preparing for party member), and the registration conditions for agriculture-related majors of Shanxi Agricultural University and Taiyuan University of Technology can be relaxed to student cadres;

3. Fresh graduates of "2 1 1" engineering colleges in Shanxi Province with bachelor degree or above;

Graduates of the above institutions do not include independent college students and junior college students.

Third, the selection conditions

Four. Employment and related treatment

The post nature of college student village officials is "special posts of village organizations" and they are non-civil servants. The organization department of the county (city, district) Committee signs an employment contract with the university student village official for a period of 3 years. If the employment period of 1 has expired and passed the examination, it can be renewed for 3 years according to relevant procedures; Those who have served for two full terms and have not been elected as the deputy of the village "two committees" will not be renewed in principle. Disgruntled service 1 year, those who are dismissed cannot enjoy relevant policy treatment.

The appointment and treatment of college student village officials shall be in accordance with the Implementation Opinions on Further Strengthening the Work of College Student Village Officials (Jin Zufa [2065 438+02] 165 438+0) issued by the Organization Department of the Provincial Party Committee and other five departments. The work, living allowance and security benefits enjoyed by college student village officials shall be implemented according to the standards of managers of full-time institutions in the counties (cities, districts) they serve, and will be improved simultaneously.

This selection is organized and implemented according to procedures such as recommended registration, preliminary qualification examination, qualification review, interview, inspection, publicity, physical examination, research and determination, and training.

1, recommended registration and preliminary qualification examination. From April 2 to April 16, the organization department of the municipal party Committee and the organization departments of colleges and universities accepted candidates' registration and conducted preliminary qualification examination. These include:

(1) Fresh graduates of undergraduate colleges in the province 18 register in colleges and universities;

(2) Applicants from "985" engineering colleges and "2 1 1" engineering colleges outside the province shall register in the city they apply for with the certificate of fresh graduates and ID cards issued by the school, and the organization departments of each municipal party committee shall conduct preliminary qualification examination;

(3) Applicants from overseas colleges and universities register in the city of application with their overseas academic qualifications, degree certificates and ID cards issued by the China Study Abroad Service Center of the Ministry of Education, and the organization departments of municipal committees conduct preliminary qualification examination;

(4) Orientation students and entrusted students should provide written proof that the orientation or entrusted training unit agrees to apply for the exam.

Candidates can only apply for two different counties (cities, districts) in the same city.

2. Qualification examination. Before April 23rd, the organization department of each municipal party committee and relevant universities will report the recommended applicants who have passed the preliminary examination to the organization department of the provincial party committee, and the organization department of the provincial party committee will coordinate the provincial education department to conduct qualification examination on the recommended applicants. After approval, the list will be submitted to the municipal organization department for an interview.

3. Interview and inspection. The interview work is organized by the municipalities themselves, and can be conducted in the form of structured interviews, non-leading groups and semi-structured interviews. In principle, it will be carried out in May. According to the interview results, according to the ratio of the number of selected candidates to the number of visitors 1: 1.5, the subjects will be determined from high score to low score, and the municipal organization department will be responsible for the investigation. In the process of inspection, those who do not meet the selection conditions will be disqualified; Those who meet the employment conditions will be selected from high scores to low scores. The graduates of "985" engineering colleges are specially hired, and they are scored separately and sorted separately in the city. 5. Publicity and physical examination. After the inspection, the publicity shall be no less than 7 working days. After the publicity, the organization department of each municipal party committee shall organize the physical examination in a unified way.

6. The study confirmed that. After the publicity and physical examination, according to the candidates' personal wishes, professional expertise and actual needs in rural areas, the newly selected university student village officials will be allocated reasonably according to the principle of giving priority to returning to their original places, and the newly selected university student village officials will not be arranged in the community for the time being. Graduates from "985" engineering colleges are assigned to counties (cities, districts) by the Organization Department of the Municipal Party Committee according to the actual situation.

7. Training positions. After the selection and appointment of personnel are determined, the newly selected university student village officials will be given centralized pre-job training.
