For new products and types of work (positions) that are not included in the scope, enterprises can submit applications in accordance with relevant national standards and submit them to the chemical industry departments (companies) of provinces, autonomous regions, and municipalities directly under the Central Government for review and approval, and at the same time, report to the ministry for filing. executed later.

3. Full-time security workers in product positions, analysts, laboratory workers, test workers, maintenance workers, and workshop production management personnel in the production process should enjoy subsidies lower than those for production workers in corresponding positions. .

4. Chemical anti-corrosion workers, three-waste treatment workers, and toxic material storage and transportation workers can enjoy job subsidies for toxic and hazardous chemical jobs based on actual conditions.

5. In chemical production, those who are directly engaged in chemical dust, underground chemical mine operations, high temperature and high altitude, particularly heavy physical labor operations and other types of work all year round shall be implemented in accordance with relevant national standards and with reference to relevant allowance regulations of other industrial ministries.

2. Subsidy level classification and subsidy standards

The subsidy for toxic and hazardous chemical jobs is divided into four levels.

The division of job allowance levels is in principle based on the national standard for "Classification of Toxic Operations" (GB12331-90), that is, based on the toxicity of productive poisons, the excessive concentration of poisons in the working environment, and the working hours of toxic operations As well as the actual degree of harm to human health caused by poisons, they are divided into four levels: A, B, C and D. The degree of hazards of production toxicants is determined according to the national standard (GB5044-85) "Classification of Hazards of Occupational Exposure to Toxicants" (GB5044-85).

Any job position that is exposed to accumulated poisons that can cause extreme harm to the human body, internal organs, blood, and nervous system is classified as Class A;

Any job that is exposed to accumulated poisons, but the working conditions Jobs that are better, use smaller amounts or are less toxic, and cause high harm to the human body, are classified as Class B;

Any job that is exposed to irritating poisons, has poor working conditions, and causes moderate harm to the human body , classified as Class C;

Any job position that is exposed to irritating poisons, has low toxicity, poor working conditions, and causes mild harm to the human body is classified as Class D.

The daily allowance standards for each level are:

Grade A extremely dangerous 2.0 yuan

Grade B highly dangerous 1.5 yuan

Grade C medium 1.2 yuan for severe hazards

0.9 yuan for mild hazards such as D and D

3. Sources of Subsidy Funds

IV. Issuance and Management of Subsidies

1. Subsidies for positions in toxic and hazardous chemical operations are calculated based on the actual number of days engaged in toxic and hazardous operations and are paid on a monthly basis.

2. If the working conditions of toxic and harmful jobs have been improved by improving the process, equipment or through treatment, the job allowance should be re-evaluated and adjusted according to the new conditions.

3. Enterprises that implement job subsidies for toxic and hazardous chemical jobs must strengthen health monitoring of workers and establish and improve workers’ health files.

4. In conjunction with the establishment of the post allowance system, each unit must rectify the labor organization, strictly determine the number of employees, and establish and improve the post responsibility system.

5. For enterprises that implement job subsidies for toxic and hazardous operations, the total amount of additional subsidies should be combined with the job skill wage pilot and the internal distribution reform of the enterprise, and be arranged independently by the enterprise.

6. As a kind of wage compensation, job allowances for toxic and hazardous chemical jobs are an integral part of wages and should be included in the calculation base for retirement benefits. Some provinces and cities now have policies to solve this problem, and enterprises handle it according to local regulations; other provinces and cities that have not yet solved it should create conditions and actively strive to solve it as soon as possible.

7. An operating mechanism should be established for job subsidies for toxic and harmful chemical jobs. As the subsidy standard increases and the scope and level are adjusted, the total amount of subsidy changes accordingly and enters the total wage base linked to cost and work efficiency in time.

5. Supplementary Provisions

This implementation opinion will be implemented from February 1993. Each province and city can formulate implementation details based on the actual conditions of the region. For enterprises that have already established a subsidy system, the time for raising the subsidy standard will still be implemented in accordance with the provisions of Labor Xinzi [1992] No. 43, or it can also be determined according to the enterprise's wage system reform arrangements.
