Regulations of Ningxia Hui Autonomous Region on Animal Epidemic Prevention

Chapter I General Provisions Article 1 In order to strengthen animal epidemic prevention, prevent, control and exterminate animal epidemics, promote the development of aquaculture and safeguard people's health, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Animal Epidemic Prevention (hereinafter referred to as the Law on Animal Epidemic Prevention) and other relevant laws and administrative regulations, combined with the actual situation of the autonomous region. Article 2 These Regulations must be observed in the prevention, control and extermination of animal epidemics, and in the supervision and administration of animal quarantine and animal epidemic prevention. Article 3 The policy of putting prevention first shall be implemented for animal epidemics.

People's governments at all levels should strengthen their leadership over animal epidemic prevention, incorporate animal epidemic prevention into the national economic development plan, formulate epidemic prevention plans and emergency plans for the prevention and control of major animal diseases, and ensure the funds needed for animal epidemic prevention and supervision. Article 4 The animal husbandry and veterinary administrative departments of the people's governments at or above the county level shall be in charge of animal epidemic prevention work within their respective administrative areas.

The supervising agencies for animal epidemic prevention of the people's governments at or above the county level shall carry out animal epidemic prevention and animal epidemic prevention supervision.

The township (town) people's government is responsible for the prevention, control and eradication of animal epidemics within its jurisdiction. The township (town) organization for animal epidemic prevention shall do a good job in the prevention of animal epidemics and assist the supervising agencies for animal epidemic prevention in the implementation of quarantine work.

Public security, finance, industry and commerce, health, transportation and other departments shall, in accordance with their respective responsibilities, cooperate with animal epidemic prevention. Chapter II Prevention of Animal Diseases Article 5 In addition to Class I, Class II and Class III animal diseases announced by the animal husbandry and veterinary administrative department of the State Council, the people's government of the autonomous region shall, in light of the actual situation of the autonomous region, specify the animal diseases to be mainly prevented. The list of diseases is published by the animal husbandry and veterinary administrative department of the autonomous region. Article 6 A planned immunization system shall be implemented to prevent animal epidemics.

The animal husbandry and veterinary administrative department of the people's government at or above the county level shall, according to the requirements of the compulsory immunization diseases of animal diseases announced by the animal husbandry and veterinary administrative department of the State Council and the key prevention of animal diseases in the autonomous region, formulate the implementation plan of compulsory immunization of animal diseases and other disease prevention plans within their respective administrative areas, and report them to the people's government at the same level for approval before implementation.

Animals raised and operated by units and individuals shall be immunized according to the local compulsory immunization plan for animal diseases.

No compensation will be given to animals that refuse to receive compulsory immunization or are culled or destroyed in the event of an epidemic. Seventh animal immunization should implement the immune labeling system.

Compulsory immunization is carried out by animal epidemic prevention officers. After compulsory immunization, pigs, cattle, sheep and other animals must wear immunization signs and establish immunization files.

No unit or individual may transfer, buy, sell, alter or forge immunization marks; It is not allowed to purchase, slaughter or transport animals without immune signs. Article 8 The animal husbandry and veterinary administrative department of the people's government at or above the county level shall reserve corresponding materials for the prevention, control and extermination of animal diseases, and the funds needed for medicines and biological products shall be included in the fiscal budget at the same level.

Biological products needed to prevent animal epidemics shall be uniformly supplied by the supervising agencies for animal epidemic prevention in the autonomous region in accordance with state regulations. Without permission, no other unit or individual may engage in the business of veterinary biological products for prevention. Ninth township (town) animal epidemic prevention organizations can hire animal epidemic prevention staff in rural areas and large farms. Animal epidemic prevention officers shall have the corresponding professional skills, pass the training and examination by the animal husbandry and veterinary administrative departments at or above the county level, and obtain the certificate of animal epidemic prevention officers before performing the compulsory immunization task. Article 10 When transporting animals and animal products into or out of counties (cities, municipal districts), the shipper and the carrier must clean the vehicles before loading and after unloading, and the supervising agencies for animal epidemic prevention or designated units shall carry out disinfection, and the pollutants removed shall be treated harmlessly according to regulations. The supervising agency for animal epidemic prevention shall issue a disinfection certificate after disinfecting the vehicle.

Animals infected with epidemic disease, death or unknown cause of death shall not be slaughtered, sold or abandoned during transportation. The dead animals, their excreta, litter and other pollutants must be unloaded at the designated place or site, and treated harmlessly under the supervision of the local supervising agency for animal epidemic prevention.

The expenses for disinfection and harmless treatment specified in the preceding two paragraphs shall be borne by the parties concerned. Chapter III Control and Extinction of Animal Epidemic Disease Article 11 Supervising agencies for animal epidemic prevention at all levels shall regularly and irregularly monitor the animal epidemic situation within their respective administrative areas, and the monitoring results shall be reported step by step.

Any unit or individual who finds an animal suffering from an epidemic disease or suspected epidemic disease shall promptly report to the local township (town) animal epidemic prevention organization or the county (city, municipal district) supervising agency for animal epidemic prevention. The supervising agency for animal epidemic prevention shall conduct on-site inspection in a timely manner, and if it is really an epidemic situation, it shall take timely measures and report in accordance with regulations.

No unit or individual may conceal, falsely report or hinder others from reporting animal epidemics.

The animal epidemic situation discovered by the entry-exit animal quarantine organ and the epidemic situation discovered by the troops on live animals and animals for personal use shall be notified to the local supervising agencies for animal epidemic prevention in time, and when necessary, the local supervising agencies for animal epidemic prevention shall assist in controlling and extinguishing the epidemic situation. Article 12 When a Class I, Class II or Class III animal epidemic disease occurs or a new animal epidemic disease is discovered, the animal husbandry and veterinary administrative department of the people's government at or above the county level shall immediately send people to the scene to collect disease materials, investigate the epidemic source, and delimit the epidemic point, epidemic area and threatened area. Timely report to the people's government at the same level to start the emergency plan for animal epidemic prevention and control, issue a blockade order, block epidemic spots and epidemic areas, report the epidemic situation step by step, and notify neighboring areas and relevant departments and units.
