Applicants cannot apply for the same institution or unit where civil servants with relatives are located, so they should avoid it. Civil servants in counties (cities, districts) and below in our province (including units below the county level in the province) who have worked for 5 years (including probation period) or have worked for 2 years and obtained excellent grades in annual assessment can apply for civil servant positions in higher authorities, while other civil servants cannot apply for it.
According to the relevant regulations of the state, grassroots project personnel (hereinafter referred to as grassroots project personnel) recruited and selected in our province, such as "transferring college graduates to work in villages", "three supports and one support" and "college students volunteering to serve the west", have served for 2 years and completed the service period stipulated in the employment contract (agreement). Within 3 years (from 20 12 to 2065438), those who have enjoyed preferential policies and have been employed as civil servants or staff members of public institutions will no longer enjoy the civil service orientation examination policy.

Cadres who meet the above conditions and have the status of civil servants in our province can apply for the exam after being recommended by their units and agreed by the organization department of the Party committee at the same level. Those who have been appointed as judges and prosecutors (including assistant judges and prosecutors) may not apply for the post of first-time judge.
Second, registration and qualification examination
Registration and qualification examination work, according to the following procedures:

Specific measures are:

After serving the grassroots project personnel to apply for the orientation examination position and submitting the application information online, the recruitment agency will conduct a preliminary examination and check the list. (2) Qualification examination
The qualification examination of applicants runs through the whole process of the examination. If the service grass-roots project personnel who apply for the orientation examination position enter the interview, they will issue the required materials during the on-site audit.
Graduates of senior technical schools (technician colleges) who apply for relevant posts in township organs in our province should present graduation certificates, second-generation ID cards, household registration books and other supporting materials when they enter the interview. If they have signed employment (orientation training) agreements or labor contracts with employers, they should issue certificates that employers agree to apply.
If the main information of the relevant materials is untrue, which affects the results of qualification examination, the recruitment agency has the right to cancel the qualification of the applicant to participate in the interview.
Those who have obtained the interview qualification, if they fail to submit relevant materials to the recruitment agency five days before the interview, will be deemed to have abstained. After examination, those who do not have the conditions to apply for the examination will be disqualified from the interview after approval by the municipal competent department of civil servants. Job vacancies due to waiver or disqualification shall be filled in turn according to the written test results.
Third, the contents and methods of the examination
The exam is divided into written test and interview.
(1) Written examination
The written test subject is administrative professional ability test and application, and all candidates must take all the exams to make their scores effective. The administrative professional ability test of each position uses the same test questions, which are classified according to the nature of the work. Among them, the positions that perform judicial, administrative law enforcement and legal work duties in the organs and provide legal services for social public management use Class A test papers; Suitable for financial management, auditing, economic management and other positions. , use class b test papers; In addition to the above-mentioned positions, C-class examination papers are used for positions that perform the duties of comprehensive management and internal management of the organs and recruitment positions of township organs.

After the written test, according to the proportion of 50% of the application and 50% of the administrative professional ability test, the written test scores of the applicants are calculated by the percentage system. According to the employment plan and the position to apply for, the interviewer is determined from high score to low score. The number of interviewees is determined according to the following ratio: 1: 3 those whose recruitment plan for the same position is below 10; 10 or more people (inclusive) is 1: 2. The employment plan will be cancelled for positions with vacancies in the number of qualified written tests; If the planned employment ratio is not reached, the interviewer shall be determined according to the actual qualified number.
(2) Interview
The interview work is organized by the municipal competent department of civil servants. The specific time and place of the interview will be announced separately.
The interview is graded on a scale of 100. The interview time for each applicant generally does not exceed 30 minutes. The interview results are judged by the examiner on the spot, and the interview results of the candidates are determined by comprehensively calculating the average score after removing one point and a minimum score from each evaluation factor. The interview results will be announced to the interviewers after the interview.
According to the standards approved by the provincial price department, the interviewer should pay the examination fee of 70 yuan.
After the interview, according to the ratio of 50% of written test and 50% of interview results, the total test scores of applicants are calculated by percentage system. The written test scores, interview scores and total test scores are calculated to two decimal places, and the mantissa is rounded off. According to the ranking of the total test scores, the physical examination personnel are determined in equal proportions according to the ratio of 1: 1. If the total test scores of candidates in the same employment position in the employing department are the same, the candidates for medical examination shall be determined according to the written test scores from high to low; If the written test scores are the same, they shall be determined according to the administrative professional ability test scores. The interview scores of those identified as physical examiners shall not be lower than 60 points, and the interview scores of those identified as physical examiners shall not be lower than the minimum interview scores of those at the same level in our city. The total test scores of interviewers are announced to the public according to the prescribed procedures.
Fourth, physical examination and investigation
After the physical examination personnel are determined, they shall conduct physical examination and inspection in accordance with the relevant provisions on the employment of civil servants. The municipal competent department of civil servants will organize a physical examination and conduct an inspection together with the recruitment agency. Job vacancies due to abandonment of medical examination qualification or unqualified medical examination will not be filled. Candidates who give up their medical examination qualifications without reason and automatically give up their employment qualifications after publicity will be recorded in the integrity file database of civil servants in the province by the provincial civil servant department.
The physical examination shall be carried out in accordance with the Notice of the former Ministry of Personnel and the former Ministry of Health on Printing and Distributing the General Standard for Physical Examination of Civil Servants (for Trial Implementation) (No.25 [2005] of the Ministry of Human Resources1) and the Notice of Printing and Distributing the Operation Manual for Physical Examination of Civil Servants (for Trial Implementation) (No.25 [2007] of the Ministry of Health), Ministry of Human Resources and Social Security and the former Ministry of Health. Applicants who deliberately conceal diseases or medical histories that affect employment during physical examination shall not be employed; In the process of physical examination, if there is any cheating behavior such as colluding with the medical examination staff or asking others to replace the physical examination, exchanging or replacing the sample of the laboratory sheet, the physical examination result will be invalid, the qualification for employment will be cancelled, and the provincial civil servant department will give it a treatment that it is not allowed to apply for civil servants within 5 years.
The medical examination fee shall be borne by the applicants. Except in special circumstances with the consent of the municipal competent department of civil servants, applicants who fail to attend the medical examination at the specified time and place shall be deemed to have given up the medical examination.
According to the employment standard of having both ability and political integrity and putting morality first, and following the orientation of focusing on performance, highlighting ability and comprehensive selection, and according to the requirements of the position to be hired, we should take various forms to comprehensively understand the political thought, moral quality, ability and quality, study and work performance, law-abiding, honesty and self-discipline, whether it is necessary to avoid, and whether the object meets the prescribed qualification conditions for entering the examination, and whether the information and related materials provided are true and accurate. The results of the investigation are one of the basis for determining the employment personnel.

Those who pass the medical examination and inspection and intend to hire civil servants shall be publicized by the municipal competent department of civil servants for 7 days. After the expiration of the publicity period, if there is no problem or the problems reflected do not affect the employment, the examination and approval procedures shall be handled according to the prescribed procedures; If there are serious problems and there is evidence, they will not be hired; If there are serious problems in the report, but it is difficult to verify for a while, the employment will be suspended, and then whether to hire will be decided after verification and conclusion. Personnel who have been approved for employment shall fill in the Examination and Approval Form for Employment of Civil Servants, report to the competent department of civil servants at or above the municipal level for examination and approval according to the management authority, and go through the relevant formalities with the employment notice issued by the examination and approval authority.
The probation period of newly recruited civil servants is calculated from the date of registration, and the probation period is one year. The probation period shall be managed in accordance with the provisions of the Administrative Measures for the Probation Period of Newly Employed Civil Servants (Trial).
The minimum service period of newly recruited civil servants in township organs is 5 years (including probation period), and the proposed employees need to sign a service period agreement with the employer.
The minimum service life of the newly appointed judges of the basic people's court is 7 years, and the employer shall sign a service term agreement with them.
The admission personnel selected by the municipal authorities and directly affiliated units from the senior high school entrance examination in Selected Graduates have a probation period of half a year, and can be formally appointed after the probation period expires; Unqualified, still back to the original unit work.
