Interim Provisions of Shanghai Municipality on Public Security Joint Defense Organizations

Article 1 In order to give full play to the role of public security joint defense organizations, strengthen security work and maintain social order, these Provisions are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of this Municipality. Article 2 Public security joint defense organizations are mass public security forces that assist public security organs in maintaining public order in their own areas. Article 3 The urban areas can set up regional security defense teams with streets as units, and according to actual needs, they can set up units in busy commercial areas, bazaars, hotels, stations, docks and other public places. Suburban counties can establish regional security defense teams as units of counties, towns and townships. Public transportation, shipping and other systems, with the approval of the municipal public security organs, can establish cross-regional and county-level professional security defense teams. Article 4 The regional security defense team shall be led by the subdistrict office or the township (town) people's government, and under the specific organization of the police station, the district and county public security organs shall be responsible for business guidance and work. The police station should have a leader in charge and a full-time public security policeman in charge, including ideological education and professional training for members of the public security joint defense team.

Professional defense teams across regions and counties shall be organized and led by the relevant business departments of the municipal public security organs in conjunction with relevant units. Fifth security defense organization tasks:

(a) to assist the public security departments to carry out publicity and education on safety precautions and compliance with public order;

(two) under the unified organization and arrangement of the police station, carry out duty and mobile patrol, and do a good job in safety inspection;

(three) to assist the public security department to do a good job in the safety and security of foreign guests and compatriots from Hong Kong, Macao and Taiwan;

(four) to assist the public security department to intercept and investigate all kinds of criminals wanted and notified by the public security department;

(five) found criminal and public security cases, should immediately protect the scene, and promptly report to the public security department;

(six) to assist the public security department to rectify the public order;

(seven) to stop the violation of public security management, and the illegal personnel to the public security department;

(eight) to participate in emergency rescue and disaster relief activities, safeguard public and private property and people's personal safety, and help the people solve problems. Sixth members of the public security joint defense team must be activists with progressive thinking, decent style, good health and love for public security work. Regional security defense team members are recommended by units and regions or recruited from retired male workers, and must be examined and approved by neighborhood offices, township (town) people's governments or public security police stations. Professional security defense team members are generally selected by the relevant units to participate, rotating once every six months, and can be postponed with the consent of the unit and myself. Article 7 On-the-job employees sent by various units to participate in public security joint defense activities shall enjoy the same treatment as their employees in terms of wages, benefits and bonuses, and the expenses shall be paid by the original work unit. Article 8 For retired employees who are employed in public places such as parks, theaters, stadiums, exhibition places, shopping malls (shops) and bazaars, their subsidies, meals, meals and tea expenses shall be borne by the employing units. Expenditure standards shall be handled in accordance with the provisions of the Municipal Finance Bureau and the Municipal Public Security Bureau. Ninth to participate in the regional security defense of retired workers subsidies and other related expenses, should be included in the district and county budget. The security defense team organized by the township government is funded by the township government. Article 10 The allocation of public security joint defense forces shall follow the principles of active prevention and saving manpower and funds. The number of people on duty in downtown commercial areas, bazaars and other public places shall be determined by the recruiters through consultation with the district and county public security organs. The number of other security defense team members responsible for regional duty shall be approved by the district and county public security bureaus according to the security situation. Article 11 With the approval of the district and county public security organs, the public security joint defense team can organize some non-operating service projects related to prevention work, and its economic income will be turned over to the district and county public security organs, and will be included in the management of public security joint defense funds for special purposes. Twelfth security defense team members must abide by the following provisions:

(a) obey the command and be loyal to their duties;

(two) civilized duty, polite to others, not to beat and scold, not corporal punishment;

(three) honest, impartial law enforcement, not favoritism, abuse of power for personal gain;

(four) to wear a uniform standard "security defense team on duty" sign when performing tasks, and accept the supervision of the masses with an open mind. Article 13 The municipal, district and county public security organs shall commend and reward the defense teams and defense team members who have made achievements in maintaining social order, preventing and cracking down on criminal activities.

Those who have made outstanding achievements in catching flagrante delicto or solving crimes shall be rewarded. The incentive fee shall be paid from the public security fee or the public security joint defense fund. Fourteenth security defense team members who violate discipline shall be educated and dealt with by the public security department; Those who are not suitable for public security joint defense work should be adjusted in time; Those who violate the law and constitute a crime shall be investigated for legal responsibility according to law. Fifteenth security defense team members disabled or sacrificed in the line of duty, by the sending unit or the original work unit of retired workers in accordance with the relevant provisions of labor protection. Sixteenth retired security defense team members who have worked continuously for more than three years will be awarded honorary certificates by the district and county public security organs.
