The construction of community service center should start with solving the practical difficulties of residents and safeguarding the vital interests of the masses, constantly meet the living needs of community residents and improve their quality of life and civilization.

Mobilize social forces such as organs, organizations, troops, enterprises and institutions under the jurisdiction of the street to participate in community construction extensively, get out of the old mode of compartmentalization and fragmentation, integrate community resources (including administrative resources, facilities resources, human resources and information resources), give full play to the role of various resources, and maximize the enjoyment of community resources.

Therefore, we must carry forward the spirit of keeping pace with the times, emancipate our minds, seek truth from facts, dare to think forward, encourage the exploration of different systems, mechanisms and models, and create unique practices and experiences.

First, the nature and purpose: the nature of the street community service center can be a public institution or a private non-enterprise unit. Its purpose should be devoted to the management and service of public affairs in the jurisdiction to meet the material and spiritual needs of the residents.

5. Cultivate and develop community intermediary organizations. Including associations for the elderly, associations for the disabled, property owners' committees, volunteer associations, various cultural and sports associations, etc.

6. Cultivate and develop social public services. Including elderly activity centers, elderly apartments, community health service stations, schools run by social forces and schools for children of floating population.

7. Develop some operational services. Only projects held to improve the utilization rate of facilities, or projects with immature market operation (such as professional and technical training of domestic service).

As a legal entity undertaking civil liability independently, the street community service center enjoys the rights of management, decision-making, employment, income distribution, service management and the use of state-owned assets. Sub-district offices should sign a letter of entrustment with the service center, clarifying responsibilities, rights and interests. Gradually implement the project operation mechanism. According to the service projects entrusted by the service center, the street will change the "business expenses" and "headcount expenses" into "project funds" and allocate them to the service center. The affairs temporarily assigned by the government shall be operated by the method of "the fee will be transferred with the matter". The capital construction of community service center is invested by the government, and some social funds can also be won. The main mode of its operation is free or low compensation.

first, make a plan through careful investigation. Through organizing relevant personnel of relevant departments and pilot units directly under the municipal government to study relevant laws, regulations and policies, they went to Shanghai, Beijing, Nanjing, Guangzhou and other cities to study and carry out in-depth investigation and study, and each pilot street put forward specific implementation plans, and organized experts and relevant departments to demonstrate the plans.

second, strengthen leadership and elaborate organization. Party committees and governments in Siming and Huli districts should put the pilot work on the agenda and earnestly strengthen leadership. It is necessary to deploy capable cadres to participate in the pilot work, timely understand and analyze the progress of the pilot work, and take practical measures to help solve various specific problems. All relevant departments should strengthen their business guidance, put forward practical implementation rules for the tasks that need street cooperation in their own departments in accordance with the principle of unified responsibility and rights and "fees will be transferred with things". The community offices in Siming District and Huli District should seriously take responsibility and do a good job in coordination. It is necessary to carry out ideological education throughout the whole process of the pilot work, do a good job in ideological and political work through extensive publicity activities, and mobilize the enthusiasm of all parties. We should mobilize the masses extensively and listen to their opinions carefully. At the same time, it is necessary to organize relevant experts and scholars to conduct in-depth research and demonstration in pilot units and accept their guidance. The pilot work began in mid-August and ended in mid-November.

third, sum up experience and popularize it. From mid-November to the end of December, summarize the pilot experience, consolidate the pilot results, and hold relevant meetings to popularize and apply the pilot experience, which will play a typical radiation role from point to area.
