When it was taken over, there were more than 30 acres of land, 42 bungalows, 4 dairy cows, 2 dairy goats, 17 orphans, 9 Chinese nuns, and 19 workers. On February 25, 1955, the Civil Affairs Bureau sent 5 cadres, 1 doctor, 3 nurses, and 50 childcare workers to Wuhu City, Anhui Province to adopt 100 babies abandoned due to floods. He was brought back to Qingdao on March 7 and adopted into a children's correctional home. The youngest babies are 4 to 7 months old and the oldest are 3 years old. Children are generally malnourished and most suffer from diseases. 62% of them are sent to hospital for treatment. According to the physical condition and age of the baby, arrange quantitative, qualitative and regular meals, take turns to nurse, arrange meals at regular intervals, take turns to nurse, bathe regularly, change diapers frequently, keep the indoor air fresh, and enable children to grow healthily. At that time, the hospital had 14 infants, 26 infants, 121 children and 30 staff members. Children are divided into grades 1 to 6 according to their educational level, and official primary school textbooks are used. In 1956, all students in grade 4 and above passed the main course examination, 16 students in grade 3 and below failed. In September 1957, the hospital moved to Shuiqinggou (No. 1, Kaifeng Road), and was renamed Qingdao Children's Welfare Home on October 1, 1959. In 1959, a work-study program was launched. During the two years, the labor was not only used to shelter children, but was also used in the construction of child welfare work. The living standard of sheltered children was higher than that of citizens. A basketball court has been set up in the hospital and a table tennis table has been purchased so that children can participate in many sports activities. In 1961, the Qingdao Children's Work-Study School was established in Chengyang, mainly to accommodate naughty children who had made serious mistakes but were not of legal sentencing age. At the end of February of the same year, the school moved to Nanqu after Loushan. In 1962, it moved to Niumaoshan, with 60 children at that time. The Qingdao Civil Affairs Bureau decided to separately manage the children in the homes and educate naughty children and orphans separately. Therefore, the children in the children's welfare home and the children's work-study school were adjusted. After the adjustment, the children's welfare home had 25 teachers and 128 children. In 1964, Qingdao Children's Welfare Institute was renamed Qingdao Third Social Welfare Institute. In May 1971, the hospital merged with the Qingdao Social Welfare Institute.
