Why did Shantou Cloud Rail fail?

Shantou Sky Rail will be unfinished because of policy reasons. According to the urban condition standards for the construction of light rail issued by the State Council, for cities applying for the construction of light rail, the annual public fiscal revenue reaches 15 billion yuan, and the annual GDP production value reaches 150 billion yuan. According to 2018 data, Shantou City’s public fiscal revenue was 13.1 billion yuan, which did not meet the standards for planning and construction. Shantou's cloud rail project has been stuck at the test line without any progress.
