In order to further strengthen the safety management of temporary color-coated steel houses on the construction site in our city, improve the level of civilized construction and prevent the occurrence of fire accidents, according to the provisions of laws, regulations and rules such as "People's Republic of China (PRC) Safety Production Law", "People's Republic of China (PRC) Fire Protection Law" and "Regulations on Safety Management of Construction Projects", the relevant matters concerning the safety management of temporary color-coated steel houses on the construction site in our city are hereby notified as follows:

First, strengthen source control and strengthen the implementation of safety standards.

(a) counties (cities, districts) construction departments and related construction enterprises should strictly implement the relevant requirements of construction fire safety, take effective measures, and earnestly do a good job in the supervision and management of the installation, acceptance, use and demolition of temporary color steel houses on the construction site.

(2) The general contractor of the project is responsible for the specific safety management of the temporary board house on the construction site, and put it in place step by step, defining the post safety responsibilities and determining the safety responsible persons at all levels and positions.

(4) The installation and removal of prefabricated houses shall be undertaken by construction enterprises or manufacturers with corresponding qualifications. The installation and demolition unit shall prepare the installation and construction plan according to the contract documents, installation drawings and relevant standards, and organize the implementation according to the plan.

Two, strict process management, strengthen the implementation of safety responsibilities.

(1) The general contractor of the project shall set up the office, living area and working area of the construction site in strict accordance with the provisions of Article 29 of the Regulations on Safe Production of Construction Projects, and keep a safe distance. Temporary facilities shall be carried out in strict accordance with the Standard for Environment and Management of Building Construction Sites (JGJ46-2004), and combined with the use nature of board houses, fire safety management measures and emergency evacuation plans for board houses shall be formulated, and drills shall be organized. The construction unit must designate a special person to manage the fire-fighting facilities related to the board house, and establish a safety inspection account.

The prefabricated houses must be equipped with fire-fighting equipment, with reasonable layout and selection, and regular inspection and maintenance to ensure that the fire-fighting equipment is sensitive and effective.

(3) Strengthen the management of temporary electricity consumption on the construction site. 1. The electricity consumption of temporary color steel plate houses on the construction site must be compiled by electrical engineering technicians and implemented after being approved by the technical director, project manager and project leader of the supervision unit; 2. The electricity consumption of the prefabricated houses on the construction site must be managed by personnel with electrician post qualifications (holding the operation certificate of operators of special types of construction enterprises). Electricity should be laid in accordance with regulations, and the selected wires and cables should meet the requirements of electricity safety performance; 3. The prefabricated house shall not change the original design circuit without authorization, and it is strictly forbidden to connect wires without permission. Safe voltage power supply below 36V should be preferred for dormitory lighting, and the distribution lines of prefabricated houses should be protected by metal pipes or non-combustible plastic pipes.

(4) The construction unit should strengthen the management of the dormitory of the construction personnel, and take organized measures to cool down in summer and warm up in winter to ensure the health of the construction personnel. Cooking is forbidden in the dormitory, and it is forbidden to use charcoal, charcoal fire, coal fire and other open flames to keep warm. It is forbidden to use high-power electrical appliances such as induction cookers, electric blankets, electric mattresses and quick heating to prevent fire accidents.

When using air conditioners and electric heaters in prefabricated houses, it is necessary to purchase qualified products, adopt special power supply lines, set special sockets, install short circuit, overload and leakage protection appliances, and check them regularly to ensure the safety of electricity use.

Three, the counties (cities, districts) Housing and Construction Bureau and related enterprises should immediately conduct a comprehensive safety special inspection on the use of temporary color steel board houses on the construction site, and track and inspect the board houses that do not meet the relevant fire protection standards and have hidden dangers of fire accidents, and make rectification within a time limit.
