2. Energy coal chemical industry base. Optimize the production layout, adjust the industrial structure, focus on extending the industrial chain of the coal industry, and improve economic benefits and resource utilization. Focusing on the transformation of coal-fired secondary energy, in accordance with the requirements of great pressure and small energy saving and emission reduction, we will popularize coal desulfurization and clean coal technology, actively carry out energy-saving technological innovation, vigorously develop supercritical and ultra-supercritical large-capacity units, and strive to reduce coal consumption for power supply. Popularize and apply new technologies such as low nitrogen combustion, coal gasification and liquefaction, clean coal combustion, coal water slurry, air cooling and UHV transmission, and strive to improve energy conversion efficiency. Optimize the development of high-efficiency coal-fired thermal power, promote the integrated operation of coal and thermal power, encourage the development of wind energy, biomass energy, tidal energy and solar energy, standardize the comprehensive utilization of thermal power and power plants, prohibit the development of pure condensing small thermal power, and turn southern Shandong into an important power base in Shandong Province. Relying on pillar enterprises such as Yankuang Lunan Fertilizer Plant, Guotai Chemical Industry, Haihua Snow Rubber, Tengzhou Phoenix Chemical Industry, Sheng Yuan Hongda Chemical Industry, Chaili Coking Industry, Guo Hong Chemical Industry, International Coking Industry, Jiutai Chemical Industry, Shandong Tiexiong Xinsha Group, Feicheng Mining Industry Group, Jin Yimeng Group Chemical Industry and Rizhao Coking Industry, with coal gasification and coal coking as the main direction, we will vigorously develop synthetic ammonia, clean energy, carbon-1 chemical industry, coal-based olefins and new 20/20. Key development areas of coal chemical industry:

Coal gasification. Digest and absorb advanced technology, extend the series products of carbon-1 chemical industry, focus on the development of methanol, dimethyl ether, formaldehyde, polyformaldehyde, acetic acid, anhydride, acetate fiber series and extended products, and develop ethylene, propylene and downstream derivative industries with coal-based olefins as the leader and methanol as the link. Encourage the co-production of ammonia and alcohol, and vigorously develop products such as urea, compound fertilizer and controlled release fertilizer.

Coal coking. According to the industry access standards, we will implement scientific layout and centralized processing, focus on developing tar processing and series products such as benzene, naphthalene, anthracene and phenol, and develop products such as modified asphalt, needle coke and UHP high-power electrodes.

3. fine steel base. By accelerating the adjustment of the layout of the steel industry in the province, integrating existing resources, eliminating backward production capacity, promoting the merger and reorganization of steel enterprises in the province, improving the concentration of the steel industry, and planning to build a large-scale port-based boutique steel base. According to the requirements of the national industrial policy, small iron and steel enterprises and backward production capacity will be eliminated on schedule. Taking this opportunity, adhering to the principle of high starting point and high standard, and based on the international advanced level, it is planned to build a large-scale steel base with a scale of 20 million tons in Rizhao, including the construction of fine steel150,000 tons, mainly producing high-tech and high-value-added products such as high-grade hot-rolled thin plates, wide and thick plates, large seamless steel pipes, cold-rolled plates, stainless steel and hard alloy steel, which are in short supply at home and abroad. 4. High-quality building materials base. Take the collectivization and base of production enterprises as the direction, take property rights as the link, rely on large-scale backbone enterprises, speed up the reorganization, merger and alliance of existing enterprises, set up regional large-scale enterprise groups or consortia, improve the competitiveness and market share of enterprises, promote the moderate concentration of building materials industry, form four building materials centers in Zaozhuang, Linyi, Jining and Rizhao, and build high-quality building materials production bases in our province and even in East China. First, relying on advantageous enterprises such as Lu Hong, Liuyuan, Shenfeng and Wofeng in Zaozhuang, we will vigorously develop new dry rotary kiln cement, float glass, high-grade decorative materials, new wall materials and gypsum deep-processing products, improve the overall level of building materials industry, and form Zaozhuang building materials center with cement, flat glass and wall materials as the main body. Fourth, take advantage of the port and limestone resources, focus on promoting the construction of Juxian cement clinker production base and grinding stations such as Shanshui cement and Daewoo cement, encourage the development of large-scale stone processing, vigorously develop wall materials and light building materials, expand the export of building materials to Southeast Asia, South Africa and Europe, and form an export-oriented Rizhao building materials center.

Cement. It is mainly to adjust the structure, focus on the big and reduce the pressure, vigorously develop new dry rotary kiln cement, and accelerate the elimination of backward vertical kiln cement production capacity. Research and develop new energy-saving and environmental protection technologies such as superfine grinding of waste residue, improve resource utilization rate and develop new special cement. By 20 10, the output of cement will reach 70 million tons, and the proportion of new dry cement will increase from 45% to over 80%.

Glass and products. 5. Machinery manufacturing base. Focus on construction machinery, processing machinery, automobile engines and parts, transformers, shipbuilding, etc. Promote key technology innovation, promote the development of processing, production and service in the direction of intelligence and personalization, strive to improve the overall level of industrial R&D design, processing and manufacturing and system integration, and strive to build a machinery manufacturing base in southern Shandong. According to the principle of "rational layout, complete functions, unified opening, standardized and orderly", we will focus on the development of large logistics, large wholesale and large commerce, adopt government support, policy guidance and multi-party construction, and plan to build a number of large modern logistics centers, logistics parks and wholesale markets in ports, traffic arteries, major industrial products and agricultural and sideline products, and strive to build a business circulation center with Linyi as the center and Rizhao as the center.
