Why are civil servants in Zhuhai paid so well in Gaolan Port?

It is a special economic zone and the heavy industrial base of Zhuhai. Zhuhai City, a prefecture-level city under the jurisdiction of Guangdong Province, is also known as the City of Hundred Islands and the Romantic City. In the early Han Dynasty, it was under the jurisdiction of the South Vietnam State. Zhuhai's civil servants were well paid at Gaolan Port because it was a special economic zone and Zhuhai's heavy industry base.
