(1) Announcement of recruitment information. The Political Work Department of the Central Military Commission releases information on the open recruitment of civilian personnel across the military to the public through the Military Talent Network (website: or).
(2) Registration and preliminary review.
Applicants should register through the Military Talent Network based on the published civilian recruitment information. In accordance with the registration process and requirements, truthfully fill in personal information and upload relevant certification materials, select the employer and recruitment position, and apply after confirming that they are correct. Preliminary review of registration qualifications. All departments of the Central Military Commission and the political work departments of major units will conduct a preliminary review of the information submitted by the applicants through the military talent network registration system to confirm whether they meet the application conditions. The results of the preliminary review will usually be reported back in about 2 days. Those who apply for and pass the preliminary review of registration qualifications cannot modify their registration information or apply for other positions; those who fail the preliminary review of qualifications within the registration period can apply for other positions; those who fail the preliminary review of qualifications within the specified date cannot apply for other positions post. Applicants who pass the preliminary review of registration qualifications can pay the registration fee and select the test city. The registration fee should be paid through online payment within the specified time, and is RMB 50 for each examination subject. Applicants must successfully pay the fee and print out the registration receipt to be considered valid registration. After registration and payment, the application information will not be changed or refunded.
For doctoral recruitment positions, applicants who meet the prescribed application conditions such as academic degrees and have passed the preliminary review can, after approval by the Political Work Department of the Central Military Commission, directly participate in the interview without the written examination. The list of interviewers is unified in the military Talent Network announced. After such applicants pass the preliminary review, they are not allowed to apply for other positions; they print the registration receipt before the designated date and do not need to pay the registration fee.
For art and sports positions, interviews will be conducted first and then written tests. The content of the uniform examination for the whole army includes public subjects and 1 corresponding professional subject, which mainly assesses the comprehensive quality and professional foundation of candidates. The examination syllabus for public and professional subjects can be browsed and downloaded on the Military Talent Network. Among them, the professional subject examination syllabus is divided into 45 majors in 13 categories including philosophy, economics, law, education, literature, foreign languages ??and literature, history, science and engineering, agriculture, medicine, library and archives, art, and management. For positions in minor languages ??and minority languages ??that are not covered by the professional subject examination syllabus, the professional subject written examination shall be based on the corresponding language undergraduate education syllabus.
(4) Determine the list of shortlisted candidates. The Political Work Department of the Central Military Commission determines the passing score line for public diplomacy subjects based on the proportion of 90% of candidates taking the exam; based on the proportion of shortlisted candidates for recruitment positions, those who reach the passing score line for public diplomacy subjects will be ranked according to the unified examination scores of the whole army in order from high to low. The list of shortlisted candidates for the low-definition examination will be published on the Military Talent Network.
A policy of extra points and preferential treatment will be implemented for family members of military martyrs and other personnel who have passed the review of registration qualifications and obtained valid results in the uniform examination of the entire army. Among them, military martyrs, spouses and children of soldiers who sacrificed their lives in the line of duty, and unmarried brothers and sisters of military martyrs, will receive an additional 10 points for public examination scores; active military personnel, retired military personnel in the current year, military personnel who died of illness on the job, and active-duty cadres converted to civilian personnel Spouses and children, as well as unofficial civil servants and social recruiters who have worked in the military for more than 5 years, and retired outstanding college students who have served for more than 5 years and have been rated as outstanding soldiers or received awards or above, public servants ***Additional 5 points for subject test scores.
Unofficial civil servants, non-active civil servants, social recruits and retired college students who are dispatched by the military to perform front-line COVID-19 prevention and treatment tasks will be eligible for extra points if they meet the above-mentioned conditions. Those who score zero points in the examination of public subjects or professional subjects or who are absent from the examination will not be included in the list of shortlisted candidates for the examination.
(5) Interview and physical examination. The employer will review the basic information, academic degrees, professional qualifications, work experience, admission tickets and other original documents or certification materials of the candidates shortlisted for the examination, and determine the list of interviewers based on the candidates' intention to participate in the interview, review of qualifications, etc. The list shall be determined by the Central Military Commission. After a summary review by the political work departments of all departments and major units, the employer or its superior unit will organize and conduct interviews in accordance with regulations. After the interview scores are determined, the employer will notify the applicants on-site of the interview scores.
The physical examination shall be carried out in prescribed medical institutions. If applicants have questions about the physical examination results, they can apply to the employer for a re-examination within 3 days of receiving the physical examination results. Among them, for items that can affect the examination results through taking drugs or other treatment methods, the undertaking hospital will not re-examine, and the conclusion of the physical examination shall be based on the conclusion of the initial examination. If a re-examination is required in compliance with the regulations, the employer shall organize and implement it, and the results of the physical examination shall be subject to the conclusion of the re-examination.
(6) Determine the pre-selected objects. The full marks for public subjects, professional subjects and interviews in the unified military examination are all 100 points, and the total score is converted according to a hundred-point system. Among them, public subjects, professional subjects, and interview scores account for 30%, 30%, and 40% respectively. The scores for each subject and the total score can be rounded to two decimal places.
The employer will determine the pre-selection candidates according to the planned recruitment ratio of 1:1.2, based on the total scores of the applicants from high to low, and promptly notify the applicant whether he has been determined to be the pre-selection candidate. Among them, those whose interview scores are lower than 60 points or who fail the physical examination shall not be used as pre-selection candidates; if the total scores are the same, the ranking will be determined based on the interview scores and professional subject scores.
Pre-selection candidates for art, sports and other positions in cultural and sports employers shall be determined by the Political Work Department of the Central Military Commission in accordance with the above regulations.
(7) Political assessment and comprehensive inspection. The employer organizes political assessment and comprehensive inspection of the pre-selected candidates. The political assessment mainly examines political outlook, religious beliefs, compliance with laws and regulations, and major social relationships, and organizes foreign-related security reviews; the comprehensive assessment mainly examines actual performance, comprehensive quality, and professional capabilities.
(8) Score inquiry. The Political Work Department of the Central Military Commission will provide query results of the unified military examination through the Military Talent Network around mid-March. The grading of objective and subjective questions in the exam is carried out by specialized national institutions, using an automated score processing system. There is no manual score registration and score combining process. In principle, except for special circumstances such as absence from the exam, violation of discipline, zero score, etc., candidates’ scores will not be accepted. Review application; if it falls within the scope of score review, apply for score review according to the procedures and time limits specified in the application guide; after the review period, candidates’ review applications will no longer be accepted.
(9) Determine the candidates to be hired. For pre-selected candidates who have passed the political examination, the employer will determine the list of candidates to be recruited based on the overall ranking. The list will be reviewed by all departments of the Central Military Commission and the political work departments of major units, and will be publicly announced simultaneously on the unit's military-civilian portal website and the military talent network. . The publicity content includes the name, gender, admission ticket number, recruitment position and admission score of the candidates to be recruited. At the same time, the supervision and acceptance phone number and email address are announced to accept social supervision. The publicity period is 5 days.
After an applicant is determined to be a pre-selected candidate or a candidate for recruitment, if he or she voluntarily gives up the qualifications for employment or is found to be unqualified for employment after verification, the employer may determine the applicant’s overall score from high to low, from interview and Candidates who pass the physical examination will be supplemented, and political review inspections and online publicity will be conducted in accordance with regulations.

(10) Handle recruitment approval procedures. Around mid-May, candidates who have no objections to the announcement or whose problems will not affect their recruitment will be reviewed and approved by the political work department of the theater-level unit. After the newly hired personnel are approved, the employer shall promptly notify them in writing of their arrival at work. Among them, for newly recruited personnel in professional and technical positions, the employer shall sign an employment contract with them in accordance with regulations.
(11) Organize additional recruitment.
From June to July, for positions that cannot be filled as planned (PhD recruitment positions can be increased according to the plan), employers can apply for supplementary recruitment step by step, and the Political Work Department of the Central Military Commission will review and approve the supplementary recruitment positions on the Military Talent Network. The entire military openly recruits new personnel to the public, and the starting time of the employment contract period shall be in accordance with the relevant regulations on the management of employment contracts for military civilian personnel. Newly hired personnel are subject to a probation period of 6 months. The list of newly recruited personnel shall be reported to the Political Work Department of the Central Military Commission for record.
Newly recruited personnel who fail to obtain the academic degrees, professional titles, and professional qualifications required for the recruitment position within the specified time, or who fail to pass the probation period assessment, will have their employment qualifications cancelled.
