Notice on adjusting the minimum wage standard

The Human Resources and Social Security Bureau of each city (including Dingzhou and Xinji City), and the Human Resources and Social Security Bureau of each county (city, district):

With the approval of the provincial government, from The province's minimum wage standards will be adjusted starting from July 1, 2016. The relevant issues are hereby notified as follows. Please implement them conscientiously.

1. Execution time and standards. This adjusted minimum wage standard will be implemented from July 1, 2016. The monthly minimum wage standards are 1,650 yuan, 1,590 yuan, 1,480 yuan, and 1,380 yuan respectively, and the corresponding hourly minimum wage standards are 17 yuan, 16 yuan, 15 yuan, and 14 yuan respectively. See the attached table for specific standards implemented by each region.

2. Scope of application. The minimum wage standards of Hebei Province apply to enterprises, private non-enterprise units, individual industrial and commercial households with employees and workers who form labor relationships with them within the administrative region of the province. State agencies, public institutions, social groups and workers with whom they have established labor contracts shall comply with this provision.

3. The monthly minimum wage standard applies to full-time employed workers. Items included in the minimum wage standards include time wages, piece wages, performance wages, wages paid under special circumstances, etc. that are included in the total wages as stipulated by the state, as well as pension insurance, unemployment insurance, medical insurance and other wages that should be paid by individual workers according to regulations. Housing Provident Fund. It does not include pension insurance, work-related injury insurance, unemployment insurance, medical insurance, maternity insurance and housing provident fund that are required to be paid by the employer for employees according to regulations; it does not include overtime wages paid to employees for extended working hours, middle shift, night shift, etc. Allowances and subsidies under special working environments and conditions such as high temperature, low temperature, high altitude, underground, toxic and harmful, difficult positions, open-pit mining, mobile construction, etc., as well as labor welfare benefits stipulated by laws, regulations and the state, etc.

The hourly minimum wage standard applies to part-time workers who are mainly paid by the hour, generally work an average of no more than 4 hours a day in the same employer, and the cumulative work does not exceed 24 hours a week. In addition to the components of the monthly minimum wage standard, the hourly minimum wage standard also includes basic pension insurance and basic medical insurance premiums that should be paid by the employer for the employee.

4. The minimum wage standard shall be the payable standard. The wages payable by the employer to workers who have provided normal work (including probation period, apprenticeship period, trainee period, proficiency period, etc. and workers dispatched to the employer in the form of labor dispatch) shall not be lower than the local minimum wage standard .

5. The minimum wage system is an important means of safeguarding the most basic rights and interests of workers in remuneration. The minimum wage standard is a rigid bottom line determined by law to protect the basic living needs of workers and their dependents. Human resources and social security departments at all levels must take effective measures, increase publicity, and effectively implement the minimum wage system. They must promptly track the implementation of the minimum wage system by employers, especially small and micro enterprises and labor-intensive enterprises, and promptly Identify problems, guide their implementation, and investigate and deal with violations of the minimum wage system in accordance with the law.
