Grassroots college graduates who meet the requirements of the Notice of Fujian Civil Service Bureau, Fujian Human Resources Development Department and Fujian Three Supports and One Support Office on Further Improving the Employment Policy for College Graduates Participating in Grassroots Service Projects such as Three Supports and One Support Plan.

Full-time village (community) workers who have participated in the college student plan organized by the party committees of counties (cities, districts), met the requirements of the Opinions of Quanzhou Municipal Committee Office of Quanzhou Municipal People's Government Office on Implementing the College Student Plan, served for three years and passed the examination.
