In order to optimize the cadre team structure and meet the needs of professional and technical personnel in municipal public institutions, according to (Yuren [2007 〕No. 55) document spirit, after research by the Municipal Party Committee and Municipal Government, it was decided to openly recruit 60 college graduates with master's degrees or above. An implementation plan is now formulated:

1. Recruitment scope and objects

Recruiting personnel with master's degree or above from full-time ordinary institutions of higher learning (including master's degree) nationwide.

2. Recruitment conditions

1. Have the nationality of the People’s Republic of China;

2. Support the party’s basic line and principles and policies, and have good Political quality and ideological quality;

3. Abide by laws and regulations, obey arrangements, and have a strong sense of organizational discipline;

4. Have the academic qualifications and relevant qualifications required for the position ;

5. Master students should be under 28 years old (born after June 30, 1983), and doctoral students should be under 30 years old (born after June 30, 1981);

6 .In good health.

3. Registration time and method

⒈Registration time: May 16 to June 6, 2011, (8:30-12:00 am, 15:00 pm -18:00).

⒉Registration location: Conference room on the second floor of Yongcheng City Personnel Bureau (in the municipal government courtyard in the middle section of Dongfang Avenue).

⒊Registration requirements:

(1) Each candidate can only apply for one major, and the major he/she applies for should be consistent with the major he/she is studying;

⒋Applicants should provide one original and one copy of a valid resident ID card, graduation certificate, degree certificate, academic certificate issued by a higher education institution and other relevant materials; those who have returned from studying abroad must present their valid ID card , one original and one copy each of the certificate for returning overseas students issued by the Education and Culture Section (Group) of the Chinese embassy (consulate) abroad, and the certificate of foreign academic degree (master's degree) issued by the Ministry of Education.

⒌When registering, you need to fill in the "Registration Form for Open Recruitment of Public Institutions in Henan Province Yongcheng City 2011". Applicants can download and print it on the Yongcheng City registration website, and upload an electronic photo of themselves (recently bareheaded and front-facing) ID photo, jpg format, size 295*413 pixels, size 20-100kb). ⒍The ratio of the number of applicants for the recruitment position to the number of people to be recruited should not be less than 3:1. If it does not reach 3:1, the number of people to be recruited must be reduced accordingly.

⒎The qualification review for this recruitment runs through the entire process. The information and relevant materials provided by the candidates when registering must be true and valid. Anyone who provides false materials will be disqualified from the examination or employment.

⒏Those who pass the preliminary qualification review will hold their valid ID cards from June 30 to July 2, 2011 (8:30-12:00 am, 15:00-18:00 pm). Graduation certificates, degree certificates, and postgraduate certificates must be collected at the registration point to receive the Admission Ticket.

4. Examination

⒈Written Examination

A doctoral candidate and a master's degree student who has returned from studying abroad are exempt from the written examination, and their scores will be calculated based on the scores of the written examination candidates.

The two written examination subjects are "Administrative Vocational Ability Test" and "Application Theory", with full marks of 100 points respectively.

Third examination time: July 3, 2011, 8:00-10:00 am to test "Administrative Professional Ability Test"; 14:00-16:30 pm to test "Application Theory".

Calculation method for the four written examination scores:

Written examination score = Administrative Vocational Ability Test score × 50 + Application essay score × 50

2. Interview

1. Based on the written test scores, the number of candidates for the interview will be determined in a ratio of 1:1.2 (rounded up) from the highest score to the lowest score. . The interview is worth 100 points.

Second interview method: adopt structured interview method.

5. Physical Examination

Based on the total test score (total test score = written test score + interview score), the candidates to participate in the physical examination will be determined in equal numbers according to the number of recruits. The physical examination standards shall be implemented in accordance with the provisions of the "General Physical Examination Standards for Civil Servant Recruitment (Trial)".

6. Assessment

For those who have passed the physical examination, the assessment objects will be determined in equal amounts from high scores to low scores according to the total score of the examination and the number of recruits. Those who fail to pass the assessment can be made up in order based on the total examination score and physical examination results. Based on the results of examinations, physical examinations, and assessments, the personnel to be hired will be determined and announced.

7. Employment and treatment

After the publicity period expires, handle the personnel agency and sign the employment contract. The probation period for newly hired personnel is one year, and the probation period is included in the term of the employment contract. Salaries and benefits during the probation period shall be in accordance with relevant national regulations. After the probationary period expires, those who pass the assessment will be formally employed; those who fail the assessment will be cancelled. Those with a master's degree or above (including master's degree) who have been formally employed for one year and pass the assessment can enjoy the treatment of level 7 staff (professor level).

The personnel recruited this time will be arranged and used by the municipal party committee and the municipal government based on the reported positions, majors and examination results, and will be included in the financial supply.

8. Organizational Leadership
