Responsibilities of Weihai Maritime Safety Administration
1 Implement and enforce national laws, regulations and norms on marine management, environmental protection, water traffic safety, navigation security, ship and water facility inspection, and Relevant regulations and implementation details formulated by superior departments and supervise the implementation by dispatched agencies.
2 Develop supervision and management methods and working procedures for water traffic safety supervision and management and ship pollution prevention management within the jurisdiction in accordance with relevant national laws, regulations, regulations and the regulations and implementation rules of superior departments. In accordance with management authority, investigate water traffic accidents, ship pollution accidents and water traffic violation cases.
3 Responsible for the registration of ships within the jurisdiction and the review and issuance of operational manuals and documents for the legal equipment of ships within the jurisdiction, and responsible for managing and supervising the implementation of relevant laws, regulations and international conventions by ship owners and operators within the jurisdiction ; Supervise, manage and guide the inspection of ships and water facilities within the specified scope.
4 Responsible for the management of qualifications, training, evaluation, examination and certification of crew members and offshore facility staff within the jurisdiction; Responsible for the preliminary review and reporting of pilots and magnetic compass correction personnel within the jurisdiction; The crew training institutions within the jurisdiction have carried out daily supervision and management. Responsible for the guidance of the crew management business of the dispatched agencies under its jurisdiction.
5 Responsible for the implementation of port state management within the jurisdiction and inspection of the entry and exit of international navigation ships, and organize port state inspections in accordance with authorization; responsible for accepting foreign ships (including ships from Hong Kong and Macao) entering unopened waters within the jurisdiction or port application work, and report to the superior maritime agency.
6 Responsible for the implementation of ship safety inspection and ship seaworthiness management within the jurisdiction, entry and exit visas for domestic navigation ships, compulsory pilotage supervision, safety supervision of ships loading dangerous goods and other goods, berthing safety supervision and prevention of ship pollution Water area supervision and other work.
7 In accordance with the management authority, be responsible for the navigation environment management and navigation order maintenance within the jurisdiction; manage or be responsible for patrols in the border areas, ship traffic control, safety and technical status review of water and underwater construction, salvage of sunken ships and sunken objects, Delineation of anchorages and important waters, review of port coastline use, and issuance of navigation warnings (notices), etc.
8 In accordance with the regulations of the state and superior departments, be responsible for and manage the water traffic safety supervision and management of transportation ships and tourist ships approved by the transportation department within the jurisdiction.
9. Responsible for transportation preparations as authorized. Responsible for organizing and coordinating ship typhoon prevention and maritime search and rescue within the jurisdiction.
10 Responsible for the management of navigation marks at coastal ports within the jurisdiction.
11 In accordance with the management authority, responsible for overall finance, assets, fee collection, infrastructure, cadre personnel, labor wages, planning and equipment, science and technology education, party and mass and disciplinary inspection and supervision, spiritual civilization construction, etc.
