Notice of Weihai Municipal People's Government on reforming the household registration management system in our city

Municipal and District People's governments, administrative committees of high-tech industrial development zones and economic and technological development zones, and various departments and units of the municipal government:

In order to meet the needs of the development of the situation and accelerate the process of urbanization in our city, according to the spirit of the Notice of the provincial government on reforming the household registration management system in our province (Lu [20065438+0] No.65438+007), combined with the actual situation in our city, the relevant issues concerning the reform of the household registration management system in our city are hereby notified as follows:

1. As of the date of issuance of this notice, agricultural registered permanent residence residents who have no land (per capita land acquisition is less than 0. 1 mu) in Weihai urban area and Rongcheng, Wendeng and Rushan urban areas are uniformly registered as urban non-agricultural registered permanent residence according to the actual legal housing location, and residential gatehouses are compiled and installed according to the requirements of urbanization.

2. The term "Weihai City" as mentioned in this Notice refers to Weihai City and all the towns of Zhang Cun and Sunjiatuan in the built-up area of Huancui District, from Jiangjiazhai to Wenquan Town in the north to the west, and from Gushan Town to the west of Wuzhu River. The "urban areas" of Rongcheng, Wendeng and Rushan are determined by the cities according to the actual situation.

Three, who meet one of the following conditions of citizens and their spouses, unmarried children, parents are allowed to settle in Weihai:

(1) Citizens of this Municipality have a legally fixed residence and a stable occupation or source of livelihood in Weihai;

(2) Buying commercial housing in Weihai City, where the housing area purchased by citizens in the city is more than 75 square meters or the single-family purchase price is more than 6.5438+0.5 million yuan, and the housing area purchased by citizens outside the city is more than 90 square meters or the single-family purchase price is more than 200,000 yuan;

(3) Investing 6,543,800 yuan for the city;

(four) Weihai City, a one-time investment of more than 200 thousand yuan;

(five) engaged in production and business activities in Weihai, and its fixed assets reached more than 200 thousand yuan.

(6) paying taxes of more than 30,000 yuan to the tax authorities of Weihai City within one year, or paying taxes of more than 50,000 yuan in two years and 70,000 yuan in three years;

(seven) Weihai private enterprises have received more than 20 unemployed people in cities and towns for three consecutive years, and ensured stable work and timely payment of wages;

(eight) Weihai scientific and technological personnel, management personnel and high-tech achievements transformation personnel approved by the personnel, labor and social security departments;

(nine) in accordance with the relevant provisions of the state, province and city, college graduates, citizens outside the city who have obtained vocational qualification certificates at or above the intermediate level, and citizens in the city who have obtained vocational qualification certificates at or above the primary level and have recruited receiving units.

Persons from Hong Kong, Macao and Taiwan who meet the requirements in Items (2), (3), (4), (5), (6) and (7) of this article and their immediate family members in the Mainland may also settle in Weihai.

Those who meet the above conditions and intend to move in and settle down must also have no record of criminal offences and cult activities, no serious infectious diseases, have a secure life after moving in, and pay social security fees according to regulations. In principle, the age of applicants moving outside the city shall not exceed 45 years old. Applicants who invest a large amount in our city may relax their immigration conditions with the approval of the public security organs.

Four, Weihai residents to apply for "rural" settled, in addition to the normal "three asylum", in principle, not for; If it is really necessary to contract more than 20 mu of land in rural areas and Shan Lan, or contract more than 50 mu of sea areas and beaches, or invest more than 654.38 million yuan to set up industries and purchase factories, machinery and equipment, I and my immediate family members are allowed to settle in their rural areas.

Five, Rongcheng, Wendeng, Rushan three cities and central towns can formulate specific opinions according to the actual situation, and the conditions for moving in and settling down can be appropriately lower than those in Weihai City.

Six, cancel the multi-sector management of household registration, and the public security organ shall be responsible for household registration according to the regulations. Public security organs should play the role of departmental functions, simplify the examination and approval procedures in line with the principle of simplicity and efficiency, and provide convenient conditions for citizens to settle down.

Seven, who meet the conditions for settlement, approved to move into Weihai city citizens, must be located in their legal permanent residence. If you don't have a fixed residence for the time being, you can settle in your work unit, business place or the area designated by the public security organ. Immigrants from outside the province need to be reported to Weihai Public Security Bureau for approval.
