Regulations of Songyuan Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean, beautiful and civilized urban environment and promote the construction of urban civilization, these Regulations are formulated in accordance with the relevant provisions of laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the places where the people's governments of built-up districts, cities and counties (cities, districts) of this Municipality are located and other areas where urbanization management is implemented. Third city appearance and environmental sanitation management, adhere to the combination of regional management and system management, and implement the principles of unified leadership, graded responsibility, professional management, public participation and social supervision.

The administrative department of city appearance and environmental sanitation of the Municipal People's Government shall be responsible for the administration of city appearance and environmental sanitation.

Housing and urban and rural construction, natural resources, public security, ecological environment, market supervision, development and reform, finance, transportation, water conservancy and other management departments shall, in accordance with their respective responsibilities, jointly do a good job in the management of city appearance and environmental sanitation.

Township people's governments and sub-district offices shall, in accordance with their respective responsibilities, do a good job in the management of city appearance and environmental sanitation within their respective jurisdictions. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the cause of city appearance and environmental sanitation into the local plans for national economic and social development, and the funds needed for the planning, construction and management of city appearance and environmental sanitation infrastructure into the fiscal budget at the corresponding level, so as to develop the cause of city appearance and environmental sanitation that is compatible with the economic level of this Municipality. Article 5 The people's governments of cities and counties (cities, districts) and their administrative departments of city appearance and environmental sanitation shall strengthen the publicity of city appearance and environmental sanitation knowledge and relevant laws and regulations, enhance citizens' awareness of city appearance and environmental sanitation, and improve citizens' public moral level. Article 6 The people's governments of cities and counties (cities, districts) shall strengthen the infrastructure construction of city appearance and environmental sanitation, establish a diversified investment and financing mechanism with government investment as the mainstay, and encourage units and individuals to invest. Support scientific and technological innovation in the field of city appearance and environmental sanitation, actively introduce, popularize and apply advanced technologies, build smart cities, and improve governance. Article 7 All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to maintain the city appearance and environmental sanitation, and have the right to discourage and report acts that damage or destroy the city appearance and environmental sanitation. Chapter II Responsibility for the Administration of City Appearance and Environmental Sanitation Article 8 The system of responsible areas and responsible persons shall be implemented in the administration of city appearance and environmental sanitation. The responsible area and responsible person are determined according to the following provisions:

(a) public facilities such as urban roads, squares, bridges, underground passages, etc., which are responsible for the management, maintenance or cleaning operation units;

(two) the residential area where property management is implemented shall be the responsibility of the property service enterprise or other managers, and the residential area where property management is not implemented shall be the responsibility of the neighborhood office or the community residents' committee;

(three) culture, sports, entertainment, sightseeing, parks, green spaces, airports, stations, docks, bazaars, parking lots, logistics places, commodity trading, exhibitions, hotels, restaurants and other public places. Responsible by the business manager;

(four) the administrative areas of organs, social organizations, military units, enterprises, institutions and other units shall be responsible for their own;

(five) the construction unit is responsible for the construction land, and the right holder is responsible for the land to be built;

(six) the managers of religious activities are responsible;

(seven) roads, railways and their administrative areas that pass through the city shall be responsible for the operation and management units;

(8) The managers shall be responsible for the reservoirs, rivers, lakes, ponds, dams and their surrounding areas within the urban area. Ninth after the delineation of the area of responsibility, the city and county (city, district) people's government administrative department of city appearance and environmental sanitation shall inform the responsible person in writing of the specific scope and responsibility requirements of the area of responsibility.

The responsible person shall ensure that the responsible area conforms to the national or local urban appearance standards and urban environmental sanitation quality standards, and keep the environmental sanitation facilities clean and intact. The responsible person shall dissuade or stop the behavior that damages the city appearance and environmental sanitation in the responsible area, or report it to the administrative department of city appearance and environmental sanitation for handling. Article 10 The area of responsibility shall meet the following requirements:

(a) to keep the city clean and tidy, without unauthorized construction, processing, management, stacking, posting, graffiti, hanging and other acts;

(two) keep the environment clean and tidy, no garbage, feces, sewage, stains, and remove snow and ice in accordance with the provisions;

(three) to keep the municipal, public, garden and environmental sanitation facilities clean and in good condition. Chapter III City Appearance Management Article 11 The people's governments of cities and counties (cities, districts) shall conduct city appearance management in accordance with the city appearance standards stipulated by the state.

The people's governments of cities and counties (cities, districts) may, in light of local conditions, formulate city appearance standards that are stricter than national standards, and report them to the provincial housing and construction administrative departments for the record. Article 12 Urban roads, water supply and drainage, heating, gas, sanitation facilities, parking lots, lighting, transportation, civil air defense, power supply, communication, landscaping, flood control, earthquake prevention and other municipal public facilities should be in harmony with the surrounding environment, and their owners or managers should be responsible for maintaining their integrity and cleanliness.

No new overhead pipeline facilities shall be built in cities, and the built overhead pipelines shall be gradually transformed in accordance with the relevant provisions of the state. Thirteenth buildings and structures in the city, their size, shape, color and style should be in harmony with the surrounding environment, keep the appearance intact, clean and beautiful; The facades of buildings, structures and other facilities shall be painted, cleaned, decorated and repaired regularly in accordance with the provisions of the city appearance standards of the people's governments of the state and provinces, cities and counties (cities, districts); Installation of facilities such as smoke exhaust and bellows shall be safe and beautiful.
