Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean, beautiful and civilized urban environment and promote the construction of urban civilization, these Regulations are formulated in accordance with the relevant provisions of laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the places where the people's governments of built-up districts, cities and counties (cities, districts) of this Municipality are located and other areas where urbanization management is implemented. Third city appearance and environmental sanitation management, adhere to the combination of regional management and system management, and implement the principles of unified leadership, graded responsibility, professional management, public participation and social supervision.

The administrative department of city appearance and environmental sanitation of the Municipal People's Government shall be responsible for the administration of city appearance and environmental sanitation.

Housing and urban and rural construction, natural resources, public security, ecological environment, market supervision, development and reform, finance, transportation, water conservancy and other management departments shall, in accordance with their respective responsibilities, jointly do a good job in the management of city appearance and environmental sanitation.

Article 7 All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to maintain the city appearance and environmental sanitation, and have the right to discourage and report acts that damage or destroy the city appearance and environmental sanitation. Chapter II Responsibility for the Administration of City Appearance and Environmental Sanitation Article 8 The system of responsible areas and responsible persons shall be implemented in the administration of city appearance and environmental sanitation. The responsible area and responsible person are determined according to the following provisions:

(a) public facilities such as urban roads, squares, bridges, underground passages, etc., which are responsible for the management, maintenance or cleaning operation units;

Chapter III City Appearance Management Article 11 The people's governments of cities and counties (cities, districts) shall conduct city appearance management in accordance with the city appearance standards stipulated by the state.

The people's governments of cities and counties (cities, districts) may, in light of local conditions, formulate city appearance standards that are stricter than national standards, and report them to the provincial housing and construction administrative departments for the record. Article 12 Urban roads, water supply and drainage, heating, gas, sanitation facilities, parking lots, lighting, transportation, civil air defense, power supply, communication, landscaping, flood control, earthquake prevention and other municipal public facilities should be in harmony with the surrounding environment, and their owners or managers should be responsible for maintaining their integrity and cleanliness.
