1. Goals and implementation principles of the "Special Posts Plan"
The implementation of the "Special Posts Plan" is to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China and fully implement the "State Council's Notice on Strengthening the Construction of the Teacher Team" "Opinions" (Guofa [2012] No. 41) requires strategic measures to effectively strengthen rural education, break the dual structure of urban and rural education, and promote the balanced development of compulsory education and the employment of college graduates. In accordance with the requirements of "overall planning, innovative mechanisms, rational allocation, and scientific management" and the following principles, we will actively and steadily promote the implementation of the "Special Post Plan".
1. The implementation of the "Special Post Plan" must be combined with the management of primary and secondary school teachers. The "Special Post Plan" should be implemented within the staff establishment of primary and secondary schools approved by the province for all regions. The counties (cities, districts) where posts are set up must be places with difficulties such as insufficient teachers and prominent structural contradictions. Counties (cities, districts) that set up posts should arrange a "special post plan" on the basis of making overall arrangements for urban teachers to support rural education and giving priority to solving the overstaffing of urban compulsory education schools. If the overstaffing of urban compulsory education schools has not yet been solved, posts will not be set up for the time being. . Gradually solve the problems of insufficient number, low quality, and unreasonable structure of teachers in rural schools, narrow the gap in urban and rural teacher resources, and establish a team of rural primary and secondary school teachers with sufficient numbers, excellent quality, and reasonable structure.
3. The implementation of the "Special Post Plan" must be integrated with the overall construction plan of primary and secondary school teachers. Each city (state), county (city, district) should make an overall plan for the recruitment of new teachers based on the primary and secondary school teacher team construction goals, staffing situation, teacher professional development patterns and actual needs of school education and teaching, and take overall consideration of region, discipline, and school stage. Based on factors such as teachers’ academic qualifications, age, and quality, we should rationally set up teacher positions, scientifically allocate teacher resources, and build a long-term mechanism for replenishing the teacher team.
4. To implement the "Special Post Plan", we must conscientiously implement the spirit of national documents and related policies. Implement national special post teacher quotas in counties (cities, districts) permitted by the state, match local special post teacher quotas in other counties (cities, districts), and simultaneously implement national and provincial "special post plans" in some areas as appropriate. In principle, teachers for special posts should be supplemented mainly in rural junior high schools below the county level, with appropriate consideration given to township primary schools. County schools with about 60% of rural students can also be arranged; the posts are relatively concentrated, and counties (cities, districts) arrange them in batches according to demand. 2. Post establishment plan and implementation scope
In 2014, a total of 43 counties (cities, districts) in the province implemented the "Special Post Plan" and planned to recruit special posts. There are 3,000 teachers. Among them, there are 1,500 people under the national "Special Post Plan" and 1,500 people under the provincial "Special Post Plan" (hereinafter referred to as the "National Plan" and "Provincial Plan").

3. Recruitment targets, conditions and service period

(2) Recruitment conditions
Applicants should meet the following conditions at the same time:
1. Ideological and moral conditions. 3. Putonghua proficiency. 4. Physical condition. IV. Recruitment procedures
Teachers in special posts are subject to open recruitment and contract management. The recruitment work is jointly responsible by the Provincial Department of Education and the Department of Human Resources and Social Security. It follows the principles of "openness, fairness, voluntariness, and merit selection" and is conducted in accordance with the following procedures:
1. Announcement of requirements. 8. Teacher qualification certification. 9. Sign the contract. The proposed personnel sign a three-year employment contract with the Education Bureau of Shegang County (city, district). V. Organizational Leadership Structure and Division of Responsibilities

(2) Division of responsibilities of relevant departments
The Provincial Department of Education is responsible for implementing the indicators of the "Special Post Plan", the counties (cities, districts) where the posts are set up, the schools where the posts are set up, the disciplines and the specific number of people , collect and enter relevant information and report various data, and establish a database of teachers on special posts; in accordance with national requirements and in conjunction with local realities, carefully carry out policy publicity, open recruitment, pre-job training, qualification identification, contract signing, tracking services, and macro management and other work, and strengthen the guidance and inspection of the work of counties (cities, districts) where posts are set up. The Provincial Department of Finance is responsible for overall planning and coordinating the funding guarantee of the "Special Post Plan", implementing funds, and standardizing management. The Provincial Department of Human Resources and Social Security coordinates with the provincial education administration department to recruit teachers, and is responsible for supervising the implementation of various preferential policies for teachers in special positions stipulated in national and provincial documents for grassroots employment and teaching support for college graduates. The Provincial Office of Establishment and Education shall strengthen supervision and inspection of the establishment and management of primary and secondary schools.
The municipal (state) level education administrative department is responsible for the qualification review of applicants, interviews and physical examinations for those who pass the written examination; responsible for the organization, management and coordination of the "Special Post Plan" in the counties under its jurisdiction, and timely reporting Relevant data; conduct spot checks and assessments for teachers on special posts every semester, and conduct evaluations at the end of the year; coordinate funds, strengthen special fund management of the "Special Posts Plan", promptly grasp and supervise counties to actively pay monthly salaries to teachers on special posts, and pay monthly wages to teachers on special posts. The salary payment situation shall be reported to the Provincial Department of Finance and the Department of Education respectively.
The people's government at the county (city, district) level is responsible for overall planning of the recruitment of teachers for special posts in the county (city, district), determining the teacher position establishment and application plan, and implementing relevant supporting policies. The county-level education administrative department will conduct free teacher qualification certification for teachers who meet the requirements and have not yet obtained the corresponding teacher qualifications to ensure that they have the certificate to work. It is necessary to scientifically deploy teachers according to their disciplines and academic qualifications to ensure that special post teachers go to rural primary and secondary schools to teach and complete the prescribed three-year work service period. Implement the special post indicators to schools and people, report various data in a timely and factual manner, do a good job in the regular management and assessment of special post teachers, provide offices and turnover dormitories, create necessary working and living conditions, etc.; the county-level finance department is responsible Coordinate the payment of salaries and subsidies to teachers on special posts to ensure that wages are paid to teachers on special posts in full and on time; it is necessary to follow the "Notice on Implementing the Jobs for Teachers in Special Posts in Schools in the Rural Compulsory Education Stage in the Province after their Service Period" (Ji Jiaolian Zi [2012] No. 51) requires that we ensure that the placement of teachers in special posts who have passed the 2014 service period assessment and are willing to stay on is completed on time, and that the transfer work such as personnel and salary relations is done well.
Each university is responsible for the publicity, mobilization, recommendation, organization of registration and preliminary qualification review of the "Special Job Plan", and handling of employment procedures.
VI. Implementation methods and steps
According to the work requirements of the Ministry of Education, the recruitment work of the "Special Post Plan" in our province in 2014 will be carried out in three stages.
(1) Preliminary preparation (March-April)

7. Preferential policies and related regulations
(1) In order to attract more outstanding college graduates to teach in rural schools, appropriate bonuses will be given to applicants who meet the following conditions in their written examination scores: points;
1. Ethnic minority candidates will receive an additional 2 points.
2. Provincial-level outstanding graduates and “Three Good Students” (including outstanding student cadres and outstanding Party and League members, the same below) at the provincial level and above during their studies will receive an additional 5 points, and school-level “Three Good Students” will receive an additional 5 points. 2 points.

(3) The employment period of special post teachers shall be included in the working experience and teaching experience. During the employment period, they should enjoy the same treatment as local public teachers in terms of job evaluation, promotion, merit evaluation, participation in training, welfare benefits, etc.
(4) During the employment period, teachers on special posts will be assessed by their schools in accordance with the annual assessment requirements for staff of public institutions. Those with outstanding achievements and outstanding performance should be commended; those who do not perform their obligations as required by the contract should be criticized and educated in a timely manner and urged to make corrections; those who are not suitable for teaching positions should be terminated according to the terms of the contract.
(5) After signing the contract, special post teachers must serve in schools with special post plans for three years in principle. During the service period, they are not allowed to be transferred to non-"special post plan" units.
(6) After the service period of special post teachers expires, if they pass the assessment and are willing to stay in the local area and continue to engage in education and teaching work, they must implement their jobs within the approved establishment, be formally employed, and enjoy the local Teachers are treated equally and their salaries are included in the scope of local fiscal unified payment.
(7) Special post teachers who have completed their service period and passed the assessment, and apply for master's degree within 3 years after the expiration of their service period, will have 10 points added to the total score of the preliminary examination, and will be given priority in admission under the same conditions; those who participate in open recruitment by public institutions , priority for hiring under the same conditions; those who have expired their service period and have excellent assessment, and are willing to continue to engage in grassroots education work, if there are vacancies in the education system institutions at the same level in the county (city, district) where they serve, priority can be given to hiring special post teachers. (8) Those who are not employed in grassroots schools after their service period shall be allowed to choose their own jobs, and the local government shall create convenient conditions and provide necessary assistance. 8. Fund Guarantee
(1) To implement the "National Plan", the central government will subsidize the salary expenditures of teachers on special posts according to prescribed standards. Implement the "Provincial Plan", and the provincial finance will subsidize the salary expenditures of special post teachers in accordance with the subsidy standards of the central finance.
The wage subsidy paid by the state and the province shall be settled with the finance of the counties (cities and districts) where the posts are established. The counties (cities and districts) must report the changes of teachers on special posts to the provincial finance and education departments in a timely manner. If the annual salary income level of special post teachers is higher than the national and provincial subsidy level compared with local public teachers with the same conditions, the higher part will be borne by the counties (cities, districts) where posts are set up in the "special post plan".
Counties (cities, districts) where posts are set up are responsible for overall planning and implementation of funds, which are used to provide local subsidies, necessary transportation subsidies, physical examination fees for teachers on special posts, and include them in the local social security system as required, so they can enjoy corresponding benefits. Relevant fees payable for social security benefits (without commercial insurance).
(2) The work expenses incurred by governments at all levels in organizing the recruitment and selection of teachers for special posts shall be borne by the fiscal authorities at the same level, and no fees may be charged to applicants.
