Main responsibilities:
(a) to implement the laws, regulations and policies of the party and the state on human resources and social security; Draw up the development plan and annual plan of human resources and social security in this county, and organize the implementation, supervision and inspection.

(4) Coordinate the establishment of a social security system covering urban and rural areas. Organizing the implementation of policies and standards for urban and rural social insurance and its supplementary insurance; Organize and implement the transfer and connection of social insurance relations; To implement the policies and regulations on basic old-age insurance and basic medical insurance of organs, enterprises, institutions, other social organizations and members of society; To formulate the management and supervision system of social insurance and its supplementary insurance funds in conjunction with relevant departments and organize their implementation; Organize the preparation of the draft budget and final accounts of the county social insurance fund, and formulate the detailed rules for the collection, management and operation of the county social insurance fund; Do a good job in the supervision and management of maintaining and increasing the value of social insurance funds.
(five) responsible for employment, unemployment, social insurance fund forecast and information guidance; Formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.

(twelve) the full implementation of labor disputes and personnel arbitration system; Improve the coordination mechanism of labor relations; Supervise the implementation of the policy of banning illegal use of child labor and the special labor protection policy for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law.
(thirteen) responsible for the publicity and implementation of basic medical insurance, industrial injury insurance, maternity insurance related policies, formulate the management measures for the designated medical institutions and pharmacies in this county, and supervise the implementation; Responsible for the management and supervision of basic medical insurance, and the reform of payment mode of medical insurance fund; Supervise the implementation of policies related to medical system reform.
(fourteen) responsible for foreign exchanges and cooperation related to human resources and social security.
(fifteen) accepting petitions involving human resources and social security, and coordinating relevant departments to deal with major petitions and emergencies involving human resources and social security.
