Is Qilu Village Bank a formal national bank?

The word bank can't be called casually. It was established with the approval of the Banking Regulatory Bureau and is a formal banking financial institution.

Qilu Bank, established in June 1996, is the first city commercial bank in Shandong Province and the first local corporate financial institution in Shandong Province to realize Sino-foreign cooperation and inter-provincial operation. It is the deputy director unit of China Banking Association City Commercial Bank Working Committee, the deputy director unit of Village Bank Working Committee, and the investment holding 16 Village Bank, which is distributed in Shandong, Henan and Hebei provinces.
