Since June this year, the police in this city have received reports of cases in which citizens have been defrauded by buying mobile phone recharge cards at roadside and farmers' markets. Salespeople refer to this prepaid card as a "business electronic pass" card or an "electronic pass" card. At the time of purchase, the victim was told that after recharging, he could get a discount on the phone bill of buy one get one free. The salesman will also provide a telephone number for the buyer to inquire. However, shortly after the buyer left, he found that his mobile phone was not charged at all.

At 5 o'clock in the afternoon of August 22 this year, Ms. Zhang met three people who claimed to be telecom companies in Huaxin Street, Qingpu District. The other party is promoting the so-called "e-pass" recharge card. They said that as long as they buy on the spot, they can enjoy the discount of buy one get one free, and also provided the phone bill inquiry number for buyers to inquire on the spot. Ms Zhang then spent 400 yuan to buy two prepaid cards with the face value of 200 yuan. Two days later, Ms. Zhang found that the recharge card could not be used.

One evening in late June this year, Mr. Xu, a citizen, bought a so-called "e-rental treasure" recharge card in a street in Zhou Pu and was cheated by 200 yuan. One day in late July this year, Ms. Wang, a citizen, bought an "e-pass" recharge card at Hua 1600 yuan near a convenience store in Jinshan District, and was also cheated.

On the morning of August 23, Qingpu police got a clue: In Huaxin Community, Qingpu District, someone promoted the "e Huitong" mobile phone recharge card for fraud. Immediately, Qingpu police immediately organized forces to investigate, formulate plans, and sent capable investigators to various crowded places in Huaxin to collect information.

Soon, the peripheral investigators heard that two women and one man set up a temporary booth at the entrance of Huaxin food market to sell "e-pass" prepaid cards to passers-by. After investigation, investigators found that there were five suspects in Huaxin District. Their foothold in Huaxin is a hotel in Huaxin Street.

At noon that day, the arresting personnel besieged the vegetable market, arrested three suspects on the spot and seized forged prepaid cards, billboards, leaflets and other items. After further investigation, the police also grasped the clues of the foothold of their "boss" and other groups of "salespeople".

At 7: 30 that night, investigators arrested two suspects who were about to check out in Huaxin District. At 9 o'clock in the evening, news came from Jiading: the investigators had arrested three suspects, including Mei, in the hotel room, and obtained tools such as "E-Pass card". Half an hour later, news came from the direction of Xianghua Bridge in Qingpu: six suspects, including Hu, were arrested and some "e-pass" cards and tools for committing crimes were seized. According to the hotel staff, the other five people who stayed with Hu and others have not returned to the hotel so far. Subsequently, the investigators continued to wait until 22 o'clock, and five suspects who returned to the hotel were arrested.

So far, in the nearly 12 hours from 10:30 in the morning to 22: 00 in the middle of the night, Qingpu police fought continuously, smashed this criminal gang suspected of "e Huitong" recharge card fraud, arrested 19 gang members, and seized nearly 700 "e Huitong" mobile phone recharge cards, involving a total amount of 8.

The police revealed that the fraud gang was headed by Hu, as well as leaders such as Yi and Mei. Through recruitment, the gang recruited a number of social workers to act as salesmen, and set up stalls in Pudong, Jinshan, Songjiang, Minhang, Jiading and Qingpu in this city under the guise of "telecom company". Now the case is under further investigation.
