Technician appointment system is an important policy to implement technical positions among senior skilled workers. According to the approval of the State Council, the Interim Provisions on the Implementation of Technician Appointment System issued by the Ministry of Labor and Personnel (hereinafter referred to as the Interim Provisions), combined with the actual situation of the machinery industry, put forward the following implementation opinions:

All localities and departments must implement the Interim Provisions, strengthen leadership and act cautiously. It should be clear that technicians are technical posts set up among senior skilled workers, not technical titles, nor are they general promotions of senior skilled workers. Technicians must be in strict accordance with the qualifications, assessment standards, proportion limits, and according to the actual needs of production posts, in the production workshop, section engaged in complex technical types of skilled workers for evaluation and appointment.

Technician appointment system should be implemented for jobs (posts) with complex technology.
