Technician appointment system is an important policy to implement technical positions among senior skilled workers. All localities and departments must implement the Interim Provisions, strengthen leadership and act cautiously. It should be clear that technicians are technical posts set up among senior skilled workers, not technical titles, nor are they general promotions of senior skilled workers. Technicians must be in strict accordance with the qualifications, assessment standards, proportion limits, and according to the actual needs of production posts, in the production workshop, section engaged in complex technical types of skilled workers for evaluation and appointment.

The titles of technicians in mechanical industry are collectively referred to as technicians.
Third, the scope of work
Technician appointment system should be implemented for jobs (posts) with complex technology. The machinery industry first implements the technical types of senior workers (or seven or eight) technical grade standards. Technician appointment system is not implemented for unskilled jobs or jobs with technical grade standards for intermediate workers (see attached table for specific jobs).
Fourth, the proportion limit.
Technicians are technical backbones and skilled craftsmen in production. The number of technicians employed by the competent departments of machinery industry in all provinces, autonomous regions and municipalities directly under the Central Government shall be strictly controlled within 2% of the total number of skilled workers who implement the technician appointment system.
