Provisions of Liaoning province on the administration of full-time firefighters

Article 1 In order to strengthen the construction of full-time fire brigade and improve the ability of fire fighting and emergency rescue, these Provisions are formulated according to the Fire Protection Law of People's Republic of China (PRC), the Regulations on Fire Protection of Liaoning Province and other laws and regulations, combined with the actual situation of our province. Article 2 These Provisions shall apply to the construction and management of full-time fire brigades of governments, enterprises and institutions within the administrative area of our province. Article 3 The public security organs of provinces, cities and counties (including county-level cities and districts, the same below) shall supervise the construction and management of full-time government fire brigades within their respective administrative areas, and the public security fire control institutions shall be responsible for the specific work of the construction and management of full-time government fire brigades; Enterprises and institutions are responsible for the management of their full-time fire brigades, and accept the guidance and supervision of public security fire control institutions.

Development and reform, civil affairs, finance, human resources and social security, transportation, housing and urban construction and other departments shall, in accordance with their statutory duties, do a good job in the construction of full-time fire brigades. Article 4 The municipal and county people's governments shall incorporate the construction of full-time fire brigades into the economic and social development plan, and establish full-time fire brigades according to the overall urban and rural planning and fire protection planning, so as to ensure that fire protection work is compatible with economic and social development. Article 5 In the following areas where no public security fire brigade has been established, a full-time government fire brigade shall be established:

(a) the number of fire stations does not reach the town where the people's government of the city or county is located as stipulated in the national standards for the construction of urban fire stations;

(two) towns with a built-up area of more than 5 square kilometers or a population of more than 50 thousand;

(three) the production and business operation units of inflammable and explosive dangerous goods and the towns with dense labor-intensive enterprises;

(4) National and provincial key towns and famous historical and cultural towns;

(five) economic and technological development zones, high-tech industrial development zones, national scenic spots and tourist resorts above the provincial level. Article 6 The following enterprises and institutions shall establish full-time fire brigades:

(a) large nuclear facilities, large power plants, civil airports and major ports;

(2) Large enterprises that produce and store inflammable and explosive dangerous goods;

(3) Large warehouses and bases for storing important combustible materials;

(four) the management unit of ancient buildings far away from the local public security fire brigade and listed as national and provincial key cultural relics protection units;

(five) the subway management unit;

(six) other large enterprises with greater fire risk and far away from the local public security fire brigade.

Highway management units shall establish full-time fire brigades as required. Seventh full-time fire brigade shall perform the following duties:

(a) to formulate fire fighting plans and emergency rescue plans;

(two) improve the duty system, maintain and maintain fire equipment, carry out physical, technical and tactical training, and organize regular drills;

(three) accept the unified dispatch and command of public security fire control institutions, participate in emergency rescue of fire fighting and other disasters and accidents, protect the scene of the fire, and assist relevant departments in investigating the cause of the fire;

(four) to carry out fire safety publicity and education training, popularize fire knowledge;

(five) other duties that should be performed according to law. Eighth full-time fire brigade planning and site selection, building standards, equipment standards and staffing, should be implemented in accordance with the "city fire station construction standards".

The establishment or revocation of a full-time fire brigade shall be approved by the local public security fire control institution and reported to the provincial public security fire control institution for the record.

After the full-time fire brigade is completed, it shall be reported to the municipal public security fire control institution for acceptance. Ninth government full-time fire brigade recruitment, should be in accordance with the relevant provisions of the recruitment (employment) plan, open recruitment to the public; The recruitment of full-time fire brigade personnel of this unit shall be the responsibility of enterprises and institutions, and shall be reported to the municipal public security fire control institutions for the record.

Full-time fire brigade personnel implement the labor contract system. The content, conclusion, performance, alteration, dissolution or termination of a labor contract shall be governed by the Labor Contract Law of People's Republic of China (PRC) and other laws and regulations.

After the expiration of the labor contract, the employer may renew the labor contract upon his own application and examination. Tenth full-time firefighters shall meet the following conditions:

(a) love the fire profession, law-abiding, dedication;

(2) Young men between the ages of 18 and 45, of whom the first employment age is not more than 28;

(3) Conforming to the physical examination standards and physical fitness test requirements of firefighters;

(4) Having a junior high school education or above.

Full-time government firefighters can give priority to recruiting from retired soldiers; Full-time firefighters in the unit can give priority to recruitment from enterprises and institutions. Article 11 The civilian personnel of the full-time government fire brigade shall be selected from those who love the fire fighting profession, abide by the law, have relevant professional skills and grades, and have college education or above. Twelfth city public security fire control institutions to conduct unified training for newly recruited full-time firefighters. Full-time firefighters who have completed the probation period of 6 months shall participate in the professional skill appraisal of fire fighting and rescue stipulated by the state and take up their posts after obtaining the primary professional qualification certificate.

Encourage full-time firefighters to participate in the vocational training and vocational skills appraisal of senior national fire rescue personnel, fire rescue technicians and senior technicians. Article 13 The annual salary of full-time government firefighters shall be determined according to the standard of average wage increase of local employees in the previous year 10%; The annual salary of the civilian staff of the government full-time fire brigade is determined according to the average wage standard of the employees on the job in the previous year.

The annual salary of full-time firefighters in the unit shall be determined according to the average wage standard of frontline workers in the unit.
