In order to smoothly implement the work of introducing high-level talents in urgent need and shortage, the General Rules for the Open Introduction of High-level Talents in Urgent Need and Shortage by Institutions in Pingtang County in 2023 (hereinafter referred to as the General Rules) is formulated.

First, the import principle

The introduction of urgently needed high-level talents adheres to the employment standard of having both ability and political integrity, and follows the principle of "openness, equality, competition, selection and application", adopts the method of combining examination with investigation, and implements the "three openness" system of introduction conditions, examination procedures and examination results.

Third, the introduction of objects and application conditions

Graduates who meet the requirements of high-level, urgently needed talents introduction, including graduates with bachelor degree or above, excluding entrusted students and orientation students.

(2) Conditions for introduction

1. Have the nationality of the people of China, enjoy the political rights of citizens, abide by the law, love the motherland, have good conduct, love their jobs and be dedicated;

2. Have the educational level, working ability and qualification that meet the requirements of the introduced post.

Persons who have obtained doctoral degree or above or associate senior professional titles may be adjusted accordingly in their age, education and professional requirements with the consent of the leading group for open recruitment (employment) in Pingtang County; Those who have obtained a master's degree, whose major is similar to the introduction requirements, are deemed to meet the introduction conditions after being applied by the introduction unit and the competent department and approved by the leading group for open recruitment (employment) in Pingtang County;

(1) Registration

(2) Qualification examination

Eight, publicity and employment for the record

(1) Publicity

Candidates who pass the examination, physical examination and other procedures and pass the inspection are identified as candidates to be hired, publicized for seven working days, and accepted social supervision.

The hired person signs a labor contract with the employer.

Doctoral students do not implement probation period, and the rest implement probation system. The probation period for postgraduate students is 3 months, and the probation period for undergraduate education is 1 year. Those who pass the examination after the probation period will be formally employed, those who fail to pass the examination during the probation period or during the probation period will leave their posts automatically before the probation period, and those who find that they have concealed their medical history and their physical conditions do not meet the post requirements will be cancelled.

The service period of the employed personnel is 5 years (including probation period), and the offender shall be liable for breach of contract.

Employees should report on time.

Except for force majeure, those who fail to report to the employer within the specified time will be disqualified.

The positions vacated by those who have not been hired, cancelled or abandoned will not be filled.

The newly hired personnel shall be organized by the County Human Resources and Social Security Bureau for initial training.

The salary and related insurance matters shall be implemented according to the relevant national policies (graduate students with master's degree or above who have been employed shall enjoy the treatment of high-level talents in our county as required).

Nine. Discipline supervision

The whole process of introduction is supervised by the Commission for Discipline Inspection and the community.

Staff and candidates should strictly abide by relevant rules and regulations. If there is any violation or fraud, once verified, it will be dealt with in accordance with relevant regulations.

Ten, institutions do not specify the examination book.

Do not hold any training courses, and do not entrust any individual or institution to hold training courses.
