On September 9, 2020, the People's Court of Panlong District of Kunming held a public hearing to hear the case of Li Xincao. During the trial, both the prosecution and the defense questioned, asked questions, presented evidence and cross-examined, and expressed their opinions on conviction and sentencing. Defendant Luo Binggan pleaded guilty in court. The plaintiff and the agent of incidental civil action expressed their opinions on incidental civil action. The People's Procuratorate of Panlong District accused the defendant Luo Binggan of inviting drinking. Li Xincao, the victim, did not take reasonable and effective care and rescue measures and did not fulfill his due duty of care when he was drunk and had abnormal behaviors that seriously endangered his own safety. Instead, he carried out inappropriate behaviors, such as bending over and slapping Li Xincao.

Li Xincao's emotions and behaviors were out of control, and he jumped over the guardrail, which led to the serious consequences of falling into the river and drowning. If the facts of the crime are clear and the evidence is sufficient, the criminal responsibility should be investigated for the crime of negligent death.
