In addition to our common people's governments of provinces, autonomous regions and municipalities directly under the Central Government and Xinjiang Production and Construction Corps, the recipients of NDRC documents also joined State Grid Corporation and China Southern Power Grid Corporation.
The National Development and Reform Commission pointed out that China has built a charging infrastructure system with the largest number, the largest radiation area and the most complete service vehicles in the world, which has provided a strong guarantee for the rapid development of new energy vehicles. However, there are still some problems in rural areas, such as insufficient construction of public charging infrastructure, difficulty in installing and sharing charging facilities in residential areas, and prominent contradiction between supply and demand at different times, which restrict the release of consumption potential of new energy vehicles in rural areas. Properly promoting the construction of charging infrastructure and optimizing the purchase and use environment of new energy vehicles are of great significance to promoting new energy vehicles to the countryside, guiding rural residents to travel green and promoting the comprehensive revitalization of rural areas.
With the consent of the State Council, the National Development and Reform Commission formulated the following implementation opinions:
The first is to innovate the operation and maintenance mode of rural charging infrastructure construction.
(1) Strengthen the layout of public charging infrastructure. Support local governments to carry out county and township public charging network planning in light of the actual situation, do a good job in connecting with national land space planning and distribution network planning, and accelerate the realization of "county and county full coverage" of regional charging stations and "township full coverage" of charging piles suitable for using new energy vehicles. Reasonably promote the construction of centralized public charging stations, give priority to the allocation of public charging facilities in county towns, township enterprises and institutions, commercial buildings, transportation hubs (stations) and service areas (stations) along highways, and extend to relocation centralized resettlement areas and key rural tourist villages, and speed up the construction of charging piles and qualified gas stations along highways in combination with the development of rural going out to go on road trip.
(2) Promote the sharing of community charging infrastructure. Accelerate the construction of charging facilities in existing rural residential quarters, and carry out the transformation of charging facilities construction conditions according to local conditions. Residential areas with installation conditions can be equipped with a certain proportion of public charging parking spaces. Implement the requirements for the construction of charging infrastructure in new residential quarters, and promote the construction of charging facilities in fixed parking spaces or reserved installation conditions to meet the demand for direct electricity installation. Implement the management responsibilities of street offices and other grass-roots management institutions, increase the guidance and supervision of residential district management units, and establish a "one-stop" coordinated promotion and complaint resolution mechanism. Residential district management units should actively assist users to install charging facilities, and explore cooperation mechanisms with operators of charging facilities. Guide the community to promote sharing modes such as "adjacent parking spaces sharing", "community time-sharing lease" and "multiple cars and one pile".
(3) Increase support for the construction and operation of the charging network. Encourage qualified places to introduce special support policies for the construction and operation of rural public charging infrastructure. Use local government special bonds and other tools to support the construction of charging and replacing infrastructure such as expressways and ordinary national and provincial trunk highway service areas (stations), bus and tram stations and bus passenger stations. Consider the construction of rural charging network and the development of transmission and distribution network as a whole, increase support such as land use security, carry out the construction and transformation of supporting power grids, and improve the support and guarantee capacity of rural power grids. By 2030, the two-part centralized charging and replacing facilities will be exempted from demand (capacity) electricity prices, and the investment efficiency constraints of power grid enterprises related to distribution network construction will be relaxed, all of which will be included in the recovery of transmission and distribution prices.
(4) Promote new modes such as intelligent and orderly charging. Improve the intelligent level of new charging infrastructure, incorporate intelligent and orderly charging into the functional scope of charging infrastructure and new energy vehicle products, encourage new energy vehicles to be equipped with charging piles with orderly charging function, and accelerate the formation of unified industry standards. Encourage research on key technologies such as two-way interaction between electric vehicles and power grid (V2G) and coordinated control of light storage and charging, and explore the construction of charging infrastructure integrating photovoltaic power generation, energy storage and charging in rural areas with low utilization rate of charging piles. Implement the time-of-use electricity price policy between peak and valley, and encourage users to charge during the off-peak hours.
(5) Improve the service experience of charging infrastructure operation and maintenance. Combined with the environment of charging facilities in rural areas, basic conditions of power grid, operation and maintenance requirements, etc. Revise the construction standard of charging facilities and carry out typical design. Improve the operation and maintenance system of charging facilities, improve the availability and fault handling ability of facilities, and promote the interconnection of public charging and replacing network operators' platforms. Encourage enterprises operating parking lots and charging facilities to innovate technology and management measures, guide fuel vehicles and new energy vehicles to park separately, and maintain a good charging order. Use technical means to judge the time and location where the charging demand is concentrated in advance, and do a good job in service guarantee.
Second, support the purchase and use of new energy vehicles in rural areas.
(6) Enriching the supply of new energy vehicles. ? Encourage new energy automobile enterprises to optimize their allocation through differentiation strategy according to the characteristics of consumers in rural areas, and develop more economical and practical models, especially new energy mini-trucks, mini-trucks and light trucks. Improve the evaluation system of new energy used cars, strengthen the detection and transformation of new energy used cars, and encourage enterprises to provide high-quality new energy used cars for rural areas.
(7) Accelerate the application and promotion in the public domain. ? Accelerate the popularization and application of new energy vehicles in county and township party and government organs, schools, hospitals and other units, increase the proportion of new energy vehicles used in official vehicles according to local conditions, and play a leading and exemplary role. Encourage qualified places to increase support for the application of new energy vehicles in public transport, road passenger transport, taxis, law enforcement, sanitation, logistics and distribution.
(8) Provide diversified purchase support policies. ? Encourage qualified places to buy new energy vehicles for rural residents in counties where the household registration is located, and give coupons and other support. Encourage relevant auto companies and qualified places to provide trade-in concessions for eliminating low-speed electric vehicles and purchasing new energy vehicles. Encourage local governments to strengthen the linkage between government and enterprises and carry out activities such as giving charging vouchers to cars. Increase credit support for rural automobile consumption, and encourage financial institutions to reasonably determine the down payment ratio, loan interest rate and repayment period under the premise of legal compliance and controllable risks.
Third, strengthen the management of publicity services for rural new energy vehicles.
(9) Intensify publicity and guidance. ? Actively publicize through news reports, expert comments, and new Internet media. Support local governments and industry organizations to organize new energy vehicle manufacturers to carry out brand joint exhibitions, test drives and other activities, encourage new energy vehicle enterprises to cooperate with battery enterprises in the upper reaches of the industrial chain, and carry out free "battery physical examination" activities in rural areas within three years of car purchase to enhance consumers' acceptance of new energy vehicles.
(ten) to strengthen the sales service network. ? Encourage new energy automobile enterprises to sink their sales network, guide automobile enterprises and third-party service enterprises to speed up the construction of joint business outlets, establish a supporting after-sales service system, regularly carry out after-sales service activities in rural areas, provide emergency rescue and other services, and ease concerns about purchase and use. Encourage higher vocational colleges to train new energy vehicle maintenance technicians for rural areas, provide relevant vocational education such as vehicle maintenance and charging pile maintenance, and promote the effective docking of local employment and support for new energy vehicle consumption.
(eleven) to strengthen safety supervision. ? Improve the safety supervision system of new energy vehicles, use various means according to local conditions, improve the quality and safety level of new energy vehicles and batteries, strictly manage rural charging facilities, guide charging facility operators to access the government charging facility supervision platform, strictly support the safety conditions of power supply and centralized charging places, ensure compliance with relevant laws and regulations, national standards or industry standards, strengthen the safety business training of managers, and regularly conduct hidden dangers investigation on existing charging piles. Guide rural residents to install and use independent charging piles, reasonably equip with leakage protectors and grounding equipment, and improve the safety level of electricity consumption.
