(5) Inland river docks and berths used for transporting dangerous chemicals do not meet the relevant national safety standards, or fail to keep a safe distance from the drinking water intake as stipulated by the state, or are put into use without the acceptance of the transportation authorities;

(6) The shipper fails to explain to the carrier the types, quantities, dangerous characteristics and emergency measures to deal with dangerous situations, or fails to properly package the consigned dangerous chemicals in accordance with relevant state regulations and set corresponding labels on the outer packaging;

(seven) when it is necessary to add inhibitors or stabilizers to transport dangerous chemicals, the shipper fails to add them or fails to inform the carrier of the relevant information.
