Since the beginning of this year, my office has insisted on visiting and discussing with the relevant departments of the Development Zone every week, regularly tracking the economic indicators and the transfer of fiscal and tax revenues every month, and timely organizing a joint meeting between our region and the Development Zone 1 1 to discuss the social security of newly-expropriated farmers, the construction of Xinglong community, the land acquisition of Chang 'an Communication Industrial Park, the construction of Xi 'an international community project, the remaining problems of the first-phase space base, the second-phase construction and the management authority of social affairs. After the meeting, my office actively followed up and supervised to ensure that all the work agreed at the meeting was implemented in a timely and effective manner. At the same time, the tax transfer agreement for cooperative construction and the agreement on strengthening and standardizing cooperative economic construction were signed respectively by our district and the high-tech zone, which further standardized the fiscal and tax sharing and economic indicators transfer for cooperative construction, and provided a strong guarantee for realizing the development goal of "complementing each other's advantages and building * * * *".

First, around the Samsung Electronic Park, do a solid job in ensuring the external environment, coordinate the high-tech zone to speed up the construction of the main factory area, and ensure that the flash memory chip production line of the Samsung 12 inch flash memory chip construction project (Phase I) is completed and put into production as planned.

Second, follow up the Samsung Electronics Packaging Test Project, with a total investment of about 500 million US dollars, and build a 10-x nano nand flash chip packaging test and solid state disk (ssd) assembly production line with a total construction area of 70,000 square meters. It is planned to start construction in June 20 14, and strive to complete the factory building before the end of 20 14. My office will arrange special personnel to regularly strengthen the docking with the high-tech zone, actively create a good external environment for the project construction, and earnestly do all the work in the early stage.

The third is to speed up the landing process of newly introduced enterprises in Chang 'an Communication Industrial Park, actively cooperate with the management office of Chang 'an Communication Industrial Park in High-tech Zone to actively implement the land leveling, enclosure construction and relocation of Jiahe Flour Factory, and speed up the pre-procedures of enterprise land use, planning, construction permit, civil air defense, fire protection and design to ensure the smooth start of six projects including Yulong Coolpad Communication, Zhongxing New Software, Fiberhome Electronics, Elliot, Hanyi Communication and Vanke Times.
