Management Measures for the National Marine Nature Reserve of Changli Gold Coast, Hebei Province (2017 revision)

Chapter 1 General Provisions Article 1 In order to strengthen the construction and management of the Changli Gold Coast National Marine Nature Reserve (hereinafter referred to as the reserve) and protect the natural environment and natural resources, in accordance with relevant national laws and regulations , these measures are formulated based on the actual situation of the protected area. Article 2 The protected areas mentioned in these Measures refer to the coastal land and sea areas located in Changli County of this province. The total area is 336.205 square kilometers, of which the core area is 117.44 square kilometers, the buffer area is 166.84 square kilometers, and the experimental area is 51.925 square kilometers. The range is between 119°11′37.80″-119°37′09.21″ east longitude and 39°25′20.99″-39°37′24.37″ north latitude. The reserve consists of 10 independent areas. Article 3 The protection objects of the protected area are the coastal natural landscape and the ecological environment and natural resources of the sea area where it is located, including the coastal sea area ecosystem composed of amphioxus, sand dunes, sand embankments, lagoons, forest belts, seawater, birds, etc. Article 4 All units and individuals engaged in various activities in protected areas must abide by these regulations. Article 5 The provincial marine administrative department is responsible for the management and supervision of protected areas.

The Changli Gold Coast National Nature Reserve Management Office (hereinafter referred to as the management agency) is responsible for the specific management of the reserve.

The specific responsibilities are:

(1) Implement national laws, regulations, guidelines and policies related to marine nature reserves.

(2) Work with relevant departments to formulate plans for protected areas.

(3) Work with relevant departments to carry out natural resource surveys and natural environment monitoring in protected areas, and establish files.

(4) Assist relevant departments to carry out ecological environment restoration and scientific research activities in protected areas.

(5) Carry out publicity and education on nature protection. Article 6: Forest resources in protected areas shall be protected in accordance with national and provincial laws and regulations on forest protection. Article 7 The development and utilization of land resources in protected areas must be carried out in accordance with national and provincial laws and regulations on land management and the planning of protected areas. Article 8 The public security, forestry, land, aquatic products, tourism, environmental protection, water conservancy, electric power, construction and transportation departments shall, in accordance with their respective responsibilities, assist the management agencies in the management of protected areas. Article 9: Any unit or individual has the obligation to protect the natural environment, natural resources and natural landscapes in the protected area, and has the right to stop and report any behavior that damages or destroys the protected area. Chapter 2 Management of Protected Areas Article 10 Protected areas are divided into core areas, buffer areas and experimental areas. The management agencies of protected areas adopt corresponding protection and management measures according to the nature of different areas.

(1) There are three core areas of land, lagoon and sea, with a total area of ??117.44 square kilometers.

The scope of the land core area: starting from the connection line 100 meters south of Dawei Management Station in the north and the eastern end of the North Embankment of Qilihai, to the southern edge of the main sand dune in the south, 950 meters north of Xinlizhuang Tonghai Road, and 950 meters north of Xinlizhuang Tonghai Road in the west. Arrive at the path along the lake on the east side of Qili Sea, reaching the low-tide line of the coast in the east, covering an area of ??12.36 square kilometers (including 0.42 square kilometers of beach).

The scope of the lagoon core area (lagoon management core area): the area within the Qilihai cofferdam, covering an area of ??9.17 square kilometers.

Scope of the sea core area: the boundary coordinates are 39°36′51.62″, 119°35′32.38″, 39°32′0.58″, 119°35′32.38″, 39°32′0.58 ″, 119°27′58.32″, 39°36′51.62″, 119°27′58.32″, with an area of ??95.91 square kilometers.

(2) Establish two buffer zones on land and sea, with a total area of ??166.84 square kilometers. Among them: the total area of ??the land buffer zone is 22.1 square kilometers, and the total area of ??the sea buffer zone is 144.74 square kilometers.

The scope of the buffer zone in the northern part of the land area: from the southern highway of Xinkai Kailuo to the northern boundary of the core area, and from the path on the east side of Qilihai to the high tide line of the coast; the scope of the buffer zone in the southern part of the land area: from the southern boundary of the core area to the path leading to the sea from Dadan , the path on the east side of Qilihai reaches the high tide line of the coast.

The scope of the sea area buffer zone: the boundary address coordinates are 39°34′58.98″, 119°17′12.63″, 39°35′0.32″, 119°27′17.97″, 39°37′24.37 ″, 119°27′19.17″, 39°37′19.26″, 119°37′09.21″, 39°31′27.45″, 119°37′04.84″, 39°31′27.48″, 119°27′16.50″ , 39°32′0.50″, 119°27′16.49″, 39°31′58.94″, 119°15′42.66″. The included area, excluding the core area of ??the sea, covers an area of ??144.74 square kilometers.

(3) Establish four terrestrial experimental areas including Jinshawan Experimental Area, Xinkai Experimental Area, Qilihai Lagoon Experimental Area, and Luanhekou Wetland Experimental Area, with a total area of ??51.925 square kilometers.

The scope of the Jinshawan Experimental Area: the area north of the Fishing Island Scenic Area and opposite the Jinshawan Sand Sculpture World Scenic Area, with a total of nine plots covering an area of ??1.825 square kilometers.

The scope of the Xinkai Experimental Area: extends to the south of the Fishing Island Scenic Area in the north, to a 500-meter area on the south bank of Xinkai in the south, to the coastal highway in the west, and to the low-tide line of the coast in the east, covering an area of ??3.05 square kilometers.

The scope of the Qilihai Lagoon Experimental Area: It consists of the shrimp pond and other water surfaces outside the dike, as well as grassland and farmland, covering an area of ??13.91 square kilometers.

The scope of the Luanhe Mouth Wetland Experimental Area: the northern boundary is from Datan Tonghai Road to Tazikou, and the east, south and west are bounded by the boundaries of the reserve area, covering an area of ??33.14 square kilometers. Article 11 Anyone who engages in production, operation, development and utilization, scientific research, teaching, inspection, filming of movies, television and other activities on the inland areas of the protected area shall obtain the consent of the management agency before applying to the competent industry department, and shall submit the scientific research A copy of the results shall be sent to the management agency for filing.

Construction projects in protected areas must go through environmental impact assessment approval procedures in accordance with the law.

Use of sea areas within protected areas shall be subject to approval in accordance with laws and regulations on sea area use management.
