Highway management departments must set up highway boundary markers at the edge of the designated "no-construction zone". The following acts are prohibited within the scope of highways and highway land:

(five) blocking ditches and other illegal use, occupation, damage and pollution of highway property.

Highway management organizations and highway management personnel shall exercise the following functions and powers:

(a) the management and protection of highway property;

(three) in accordance with laws, regulations and rules, stop and investigate all kinds of illegal use, occupation, pollution, destruction and damage of road property;
