The municipal and county people's governments shall, according to the highway reconstruction plan, designate the outer edges of the ditches (intercepting ditches and slope toe berms, the same below) on both sides of the highway within their respective jurisdictions: no less than 60 meters for national highways, no less than 40 meters for provincial highways, no less than 30 meters for county roads and no less than 20 meters for township roads as "highway management control zones"; In the "Highway Management Control Zone", the outer edges of the side ditches of national highways, provincial highways, county roads and township roads shall not be less than 20m,15m,10m and 5m respectively. As a "no-building area", the inner side of the highway curve and the vicinity of the intersection should meet the requirements of driving sight distance or interchange. In the "no-building zone", the outer edge of the ditches on both sides of the highway is not less than one meter as the land for the highway. The construction of various buildings and structures in the "highway management control zone" shall be managed in strict accordance with the laws, regulations and rules of the state and our province on land management, urban planning management, highway management and store management along the highway. Highway management departments must set up highway boundary markers at the edge of the designated "no-construction zone". The following acts are prohibited within the scope of highways and highway land:

(a) the installation of poles, transformers, underground pipelines (including water, oil and gas pipelines and wires), billboards, signboards and other similar facilities.

(two) the construction of shacks, stalls, maintenance, gas stations and other similar temporary facilities;

(three) stacking garbage, building materials and other similar deposits;

(4) Digging, mining, taking soil, irrigation with water, discharging sewage, planting crops, firing kilns, making blanks, composting, threshing, drying grain, drying coal, pulling steel bars and other similar operations;

(five) blocking ditches and other illegal use, occupation, damage and pollution of highway property.

Highway management organizations and highway management personnel shall exercise the following functions and powers:

(a) the management and protection of highway property;

(two) adhere to the road inspection, the implementation of dynamic management and static management, timely grasp the road production situation;

(three) in accordance with laws, regulations and rules, stop and investigate all kinds of illegal use, occupation, pollution, destruction and damage of road property;

(4) Control red lines on both sides of the expressway;

(5) Hearing of other facilities for building a highway across (across) from the ground, above the highway or underground;

(six) to examine and approve the use and occupation of highways and the over-limit transport vehicles passing through highways under special circumstances, and to supervise and inspect the implementation;

(seven) to maintain the normal order of highway ferry and highway maintenance construction site;

(eight) in order to deal with violations of highway management regulations, to investigate, inquire and collect evidence from relevant units and personnel, and to consult relevant documents, files, materials and original vouchers;

(nine) vehicles that have damaged road property and committed infringement and refused to accept the investigation may be ordered to stop at designated places and wait for treatment;

(10) Highway administrative departments with reconsideration functions handle cases of road administration reconsideration and participate in litigation activities of road administration cases;

(eleven) other functions and powers as prescribed by laws, regulations and rules.
