Hebei University of Water Resources and Electric Engineering (HBWE), located in Cangzhou City, Hebei Province, is a general undergraduate university approved by the Ministry of Education. It is directly under the Hebei Provincial Department of Education and in conjunction with The Cangzhou Municipal People's Government first established a university and was selected into the national construction industry's training project for cultivating skilled talents in short supply.

The school was established in Tianjin in 1952 and was named "Hebei Water Conservancy and Civil Engineering School"; it moved to Cangzhou City in 1970 and was renamed "Hebei Water Conservancy College"; in 1992 it was renamed "Hebei Engineering Technology "College College"; in 2016, the school was once again upgraded to an undergraduate college and renamed "Hebei Water Conservancy and Electric Power College".
