Recently, the Shandong Peninsula Urban Agglomeration Development Plan (20 16-2030) issued by the Shandong Provincial Government (hereinafter referred to as the Plan) proposes to build an overall pattern of "two circles and four districts, networked development" with Jinan metropolitan area and Qingdao metropolitan area as the main body.

"Shandong has strong economic strength, but there are no peaks in the mountains, and it lacks a core city with strong driving force." At the just-concluded two provincial conferences, the province's promotion of the "provincial capital strategy" to solve the "mountain without peaks" has attracted the attention of all parties. The urban agglomeration plan announced this time takes Jinan and Qingdao as the core in the spatial layout to develop cities. Among them, taking "cultivating and strengthening Jinan metropolitan area" and "strengthening Jinan radiation belt power" as provincial strategies has become a highlight of urban agglomeration development planning.

In the "Thirteenth Five-Year Plan" published last year, Shandong Peninsula was selected as the national 19 urban agglomeration. On February 14, at the press conference held by the provincial government information office, Wang Yuzhi, director of the Provincial Urbanization Leading Group Office and director of the Provincial Department of Housing and Urban-Rural Development, interpreted the development plan of Shandong Peninsula urban agglomeration.

According to the plan, Shandong will build the overall pattern of "two circles and four districts, network development", namely Jinan metropolitan area, Qingdao metropolitan area and four metropolitan areas of Wei Yan, Dong Bin, Jizaohe and Ri. Shandong will base itself on the comprehensive advantages of provincial capital cities, strengthen Jinan's radiation-driven role, focus on improving its comprehensive carrying capacity and modern service functions, and accelerate the construction of important regional economic centers, financial centers, logistics centers and scientific and technological innovation centers in China with the goal of improving its concentrated radiation capacity and promoting regional development.

With Jinan as the center, the metropolitan area will be 70 km and 150 km respectively, forming a tight circle and a radiation circle.
