Measures for lightning disaster prevention in Guangxi Zhuang Autonomous Region (revised 20 10)

Article 1 In order to prevent and mitigate lightning disasters (hereinafter referred to as lightning protection and disaster reduction), protect the safety of state property and people's lives and property, and ensure the smooth progress of economic construction, these Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and the actual situation of the autonomous region. Second all units and individuals engaged in lightning protection and disaster reduction activities within the administrative area of the autonomous region must abide by these measures. Article 3 The lightning protection and disaster reduction work shall follow the principles of putting prevention first and combining prevention with control, and adhere to the principles of unified planning, unified deployment and unified management. Fourth meteorological administrative departments at or above the county level shall be responsible for lightning protection and disaster reduction within their respective administrative areas.

In counties and municipal districts without meteorological administrative departments, lightning protection and disaster reduction shall be the responsibility of the meteorological administrative department at the next higher level.

Authorized by the competent meteorological administrative department, electric power enterprises are responsible for lightning protection and disaster reduction of high-voltage power facilities such as high-voltage power lines, power plants and substations within the authorized scope, and accept the guidance and supervision of the competent meteorological administrative department of the autonomous region.

The relevant administrative departments in charge of construction, public security and fire control, quality and technical supervision shall, according to their respective duties, assist the meteorological administrative departments in lightning protection and disaster reduction. Article 5 People's governments at or above the county level shall organize meteorological departments and other relevant departments to conduct a general survey of the frequency, intensity and losses caused by lightning disasters within their administrative areas, establish a lightning disaster database, conduct lightning disaster risk assessment in accordance with the relevant provisions of the state, delimit lightning disaster risk areas, take effective measures to do a good job in lightning protection and disaster reduction, and improve lightning protection and disaster reduction capabilities. Article 6 Meteorological administrative departments at all levels shall, jointly with relevant departments, organize the research, development and popularization of lightning protection and disaster reduction technologies, lightning protection products and lightning monitoring and early warning systems, carry out popularization of lightning protection and disaster reduction science, and enhance the awareness of lightning protection and disaster reduction in the whole society. Article 7 Lightning protection devices must be installed in the following places or facilities (hereinafter referred to as lightning protection devices):

(a) lightning protection buildings (structures) of Class I, II and III specified in the Code for Lightning Protection Design of Buildings;

(2) Places where petroleum, chemicals and inflammable and explosive articles are produced or stored;

(3) Power production facilities and power transmission and distribution systems;

(4) Communication facilities, radio and television systems and computer information systems;

(five) other places and facilities where lightning protection devices must be installed as stipulated by laws, regulations, rules and lightning protection technical specifications. Eighth units engaged in the design and construction of lightning protection devices for buildings (structures) shall hold the qualification certificate of construction engineering design and construction issued by the construction administrative department.

Units specializing in the design and construction of lightning protection devices other than those specified in the preceding paragraph must have the professional and technical conditions stipulated by laws, regulations and meteorological administrative departments at or above the autonomous region, and accept the supervision of the meteorological administrative departments.

Units specializing in the design and construction of lightning protection devices shall go through the registration formalities with the administrative department for industry and commerce before designing and constructing lightning protection devices. Ninth professional and technical personnel specializing in the design and construction of lightning protection devices must have the professional and technical conditions stipulated by laws, regulations and meteorological administrative departments at or above the autonomous region, and accept the supervision of the meteorological administrative departments. Article 10 The lightning protection device design unit shall design the lightning protection device in strict accordance with the local lightning activity law and external conditions such as geographical location, geology, soil and environment, combined with the protection scope and use of the lightning protection object, and in strict accordance with the lightning protection technical specifications and standards stipulated by the state and the autonomous region. Article 11 When building, rebuilding or expanding the buildings (structures) specified in Item (1) of Article 7 of these Measures, the construction unit shall submit the construction drawing and design documents to the construction administrative department or other relevant departments for examination and approval, and the design of its lightning protection device shall solicit the opinions of the meteorological administrative department.

After the places or facilities specified in Item (2), Item (3), Item (4) and Item (5) of Article 7 of these Measures are put into use, as well as the buildings (structures) and facilities located in lightning-prone areas, tourist attractions or buildings with lightning protection devices installed separately, the construction unit shall directly submit the design documents of lightning protection devices to the competent meteorological administrative department for examination and approval.

Lightning protection device design documents need to be changed, the construction unit shall submit for approval according to the original audit procedures.

Lightning protection device design documents have not been audited or unqualified, the construction unit shall not be allowed to construct. Twelfth construction units will take the initiative to submit the lightning protection device design documents other than those specified in Article 11 of these measures to the competent meteorological administrative department for review, and the lightning protection and disaster reduction institution shall issue a review opinion. Thirteenth meteorological administrative departments shall issue audit conclusions within 10 working days from the date of receiving the application for audit of lightning protection device design documents.

If the design documents of lightning protection devices do not conform to the technical specifications and standards for lightning protection stipulated by the state and the autonomous region, they shall be revised according to the audit conclusions and re-submitted. Fourteenth lightning protection device construction units shall carry out construction in accordance with the approved lightning protection device design documents, and accept the supervision and technical guidance of the competent meteorological administrative department.

The competent meteorological administrative department shall, according to the construction progress of the construction project, inspect the installation of lightning protection devices and inform the construction unit in writing of the inspection results.
