Quzhou elevator safety regulations

Article 1 In order to strengthen elevator safety management, prevent and reduce elevator accidents, and ensure personal and property safety, these Regulations are formulated in accordance with the Law of the People's Republic of China on Safety of Special Equipment, the Regulations of Zhejiang Province on Safety Management of Special Equipment and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the manufacture, installation, renovation, maintenance, sale, use, maintenance, inspection, emergency response and safety supervision and management of elevators within the administrative area of this Municipality.

The elevators mentioned in these Regulations include passenger elevators, freight elevators, escalators and moving sidewalks. The range of elevators is determined according to the Catalogue of Special Equipment approved by the State Council, except elevators installed in non-public places and used only by single families.

These Regulations apply to single-family elevators for public use.

The person in charge of elevator management as mentioned in these Regulations refers to the unit or individual who enjoys the rights and obligations of elevator management. Article 3 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over elevator safety management, establish and improve mechanisms such as coordination, assessment and funding guarantee, urge relevant departments to perform their duties of elevator safety supervision and management according to law, and timely solve major problems existing in elevator safety supervision and management.

Quzhou Green Industry Cluster Management Committee and Chengxi District Management Committee are responsible for elevator safety management within their respective jurisdictions in accordance with the prescribed responsibilities.

Township (town) people's governments and sub-district offices shall strengthen supervision and inspection of elevator safety conditions within their respective jurisdictions, and assist relevant departments to perform their duties of elevator safety supervision and management according to law. Fourth city and county (city, district) special equipment safety supervision and management departments responsible for the supervision and management of elevator safety within their respective jurisdictions.

The competent department of housing and urban and rural construction is responsible for the supervision and management of elevator selection and configuration design review in construction projects, as well as the supervision and management of elevator machine room, shaft, pit and other engineering quality; Supervise the construction unit to perform elevator safety management duties before the elevator is delivered for use; Supervise and guide the owners to use the property special maintenance funds to repair, transform and update the elevators according to law.

Planning, public security, finance, safety supervision, education, transportation, commerce, culture, health, tourism and other relevant departments shall do a good job in elevator safety according to their respective responsibilities. Article 5 Elevator industry associations shall strengthen industry self-discipline, promote the construction of industry credit system, promote fair and orderly competition in the market, provide elevator safety publicity and consultation, education and training services, collect and release industry information such as elevator maintenance reference prices, and assist relevant departments in elevator safety management. Sixth special equipment safety supervision and management departments should strengthen elevator safety publicity and education, popularize elevator safety knowledge, and enhance public awareness of elevator safety.

Elevator sales, installation, use, maintenance, inspection and testing institutions and other units should strengthen the publicity of elevator safety knowledge and guide the public to use elevators safely, civilly and politely.

Encourage owners' conventions, residents' conventions and village rules and regulations to make an agreement on the code of conduct for civilized elevator rides.

Schools and kindergartens should take elevator safety knowledge as the content of safety education.

News media should publicize elevator safety laws and regulations and related knowledge for public welfare. Seventh encourage elevator manufacturing, sales, installation, use, maintenance and other units to insure elevator safety liability insurance; Encourage insurance institutions to provide elevator safety liability insurance products and services. Eighth city and county (city, district) special equipment safety supervision and management departments shall establish an elevator safety information supervision system, and publish the overall situation of elevator safety every year.

Newly installed passenger elevators shall be equipped with monitoring devices with functions of safety management, operation parameter collection and network remote transmission; Passenger elevators that have been put into use, without monitoring devices, should be installed during the transformation.

Newly installed passenger elevators in public gathering places and residential quarters shall be equipped with video monitoring facilities; Passenger elevators in public gathering places that have been put into use, without video monitoring facilities, shall be installed within one year after the implementation of these regulations. Article 9 The engineering design of elevator machine room, shaft and pit shall meet the requirements of technical specifications for building structures, fire protection requirements and emergency rescue conditions required for the safe operation of elevators.

If the construction drawing design documents do not conform to the provisions of the preceding paragraph, the examination institution shall not issue an examination certificate. Tenth elevator manufacturing units shall comply with the following provisions:

(a) to perform warranty obligations for warranty matters during the warranty period;

(two) open the interface of the elevator safety operation monitoring device, and do not set up or set up technical obstacles in the elevator that affect the normal use and maintenance of the elevator in disguise;

(3) In case of periodic and repetitive elevator shutdown and other difficult faults during the use of the elevator, the elevator manufacturing unit shall provide technical support to the elevator management responsible person and the maintenance unit, and assist in troubleshooting.

When the whole machine sold and installed in this city is imported, the institution designated by the elevator manufacturing unit to undertake obligations in China shall fulfill the provisions of the preceding paragraph.

In violation of the provisions of the second paragraph of the first paragraph of this article, the technical obstacles are set up in the elevator or in disguise, and the special equipment safety supervision and management department shall order it to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than 10 thousand yuan but not more than 100 thousand yuan shall be imposed.
