You can resign and leave at any time without signing a labor contract.

If you don't sign a labor contract within one year, you can ask for double salary from the second month. If a labor contract is not signed after one year, it shall be deemed as an open-ended labor contract.

If you don't pay, you can report to the labor inspection or directly apply for labor arbitration (free of charge), and you can also bring a lawsuit to the court if you are dissatisfied with the labor arbitration.
