Third County Water Conservancy and Electric Power Bureau is the water administrative department of the Autonomous County People's Government, responsible for the construction and management of water conservancy projects within their respective administrative areas.

The township (town) water conservancy and soil and water conservation workstation is the agency of the county water administrative department, under the leadership of the county water administrative department and the township (town) people's government, and is responsible for the construction, management and soil and water conservation of water conservancy projects within its jurisdiction. Thirteenth autonomous county water administrative departments should sign a management contract with the management unit or individual, and make provisions on project safety, maintenance, conservation, water quantity, benefit, comprehensive management, rewards and punishments and other matters.

The daily maintenance of water conservancy projects is the responsibility of the management personnel, and the annual repair and renovation work that the management personnel cannot undertake should be included in the water conservancy construction plan, and the people in the beneficiary areas should be organized to invest and invest in the repair. Article 14 Without the consent of the water conservancy project management unit, no unit or individual may change the water use plan, interfere with or hinder management personnel from performing official duties, occupy water sources, install water lifting equipment without authorization, or dig or expand water intakes. Fifteenth water disputes, the parties to the dispute can not be resolved through consultation, by the township (town) people's government or the water administrative department for mediation and adjudication; You can also bring a lawsuit directly to the people's court. Before the dispute is settled, no unit or individual may change the present situation of water. Sixteenth it is forbidden to throw dead animals, dump garbage and waste, graze and engage in other activities that endanger water quality in rivers, reservoirs, ponds, channels and drinking water sources. Seventeenth it is strictly prohibited to fry fish, poisonous fish, electric fish, transport firewood, grass and firewood in reservoirs, ponds and small (1) canals.

It is strictly prohibited to carry out activities such as reclamation, deforestation, drilling, blasting, earth borrowing, stone fetching, sand fetching, mining, building, and arbitrarily opening water outlets within the protection scope of reservoirs, ponds, canals and water source forests. Eighteenth autonomous county water administrative departments and water conservancy projects in charge of the unit before the arrival of the rainy season, to deal with the safety inspection of water conservancy projects, found hidden dangers, timely removal; For rivers, reservoirs and debris flow prone areas, it is necessary to formulate defense plans and emergency plans. Nineteenth in the construction and management of water conservancy projects, units or individuals that have one of the following deeds shall be commended and rewarded by the Autonomous County People's Government:
