(2) There are about 300 municipal institutions in Shinan District, Shibei District, Licang District, Laoshan District, West Coast New District, Chengyang District, Jimo District, jiaozhou city, pingdu city and Laixi City (hereinafter referred to as the "Seven Districts" and "Three Cities"), with about 30 each.

Tuning condition

(1) basic conditions

Adhere to excellent academic performance and highlight political standards. Applicants must meet the following basic conditions:

1. has People's Republic of China (PRC) nationality and has no permanent residence abroad.

2. Have a correct political stance and attitude, consciously practice socialist core values, love the party and patriotism, and have ideals and aspirations and feelings for home and country; Good moral conduct, law-abiding, down-to-earth style and strong organizational discipline.

3. Be at least18 years old before October 30th, 2022. Among them, undergraduate graduates are under 25 years old, master students are under 30 years old, and doctoral students are under 35 years old. If the academic system of a university is five years or more, the academic system will be relaxed by 1 year for every increase on the basis of the four-year academic system.

4. China Ocean University graduated with bachelor degree or above in 2023, majoring in economics, science, engineering, management, law, agriculture, literature, education, history, philosophy and medicine. Undergraduate and graduate students should obtain graduation certificates and degree certificates as scheduled according to the prescribed academic system (doctoral students should obtain them before employment registration).

5. Excellent comprehensive performance during school, good interpersonal and language skills, willingness to serve the grassroots and hard-working spirit, physical and mental health, and meeting the standards of employment physical examination.

Graduates from independent colleges, entrusted training, on-the-job training and orientation training are not included in the selection scope.

(2) Specific conditions

Graduates with transfer scope must meet the following conditions:

1. Personnel transferred to institutions directly under the municipal government can apply for the exam if they meet one of the following conditions: party member of the Communist Party of China (including preparing for party member) or those who have been listed as development targets in party member before the end of 2022 and can be developed into personnel preparing for party member; During the university or postgraduate study, he served as the monitor, deputy monitor, secretary, deputy secretary, chairman, vice-chairman and minister of the student union of schools and colleges for more than half a year (as of June 30, 2022).

2. Those who are transferred to the "seven districts" institutions and meet one of the following conditions can apply for the exam: party member of the Communist Party of China (including preparing for party member) or those who have been listed as development targets in party member before the end of 2022 and can be developed into preparing for party member; Served as a student cadre for more than half a year during the university or postgraduate period (as of June 30, 2022 165438+).

3. Those who are transferred to the "three cities" institutions and meet one of the following conditions can apply for the exam: party member of the Communist Party of China (including preparing for party member) or those who have been listed as development targets in party member before the end of 2022 and can be developed into preparing for party member; Served as a student cadre for more than half a year during the university or postgraduate period (as of June 30, 2022165438+); During my study in university or graduate school, I have won honorary titles such as outstanding student cadres, outstanding students and outstanding graduates at or above the university level or scholarships at or above the university level.

(3) Persons under any of the following circumstances shall not apply for the examination:

1, subject to criminal punishment for crimes;

4. Being expelled from public office;

Selection program

According to the procedures of online registration and qualification examination, primary selection, comprehensive test, inspection and physical examination, and open employment.

(1) Online registration and qualification examination

1. Submit the registration information (11,9:00- 1 1, 16:00). Students who meet the requirements and are willing to apply for the exam can log on to the Qingdao Organization Network (hereinafter referred to as the "Registration Website") and select "Qingdao Municipal Office and Institution Position" or "District and City Institution Position" to register. Among them, the positions of institutions with districts and cities need to be specific to districts and cities. After the online registration information is confirmed by myself, click "Information Confirmation", and the system will generate and prompt to download the Registration Information Registration Form of Qingdao Youth Election Plan in 2023 (hereinafter referred to as the Information Registration Form). Applicants must apply with a valid resident ID card, and their personal information such as name and ID number must be true and consistent.

2. Upload the audit data (11,9: 00-1,1,16:00). After the information is confirmed, the applicants download and print the information registration form, and submit it to the party organization and the school employment guidance department for review and seal, and make it into a clear electronic document (scanned or photographed, the electronic document must be processed in jpg format, and the size is controlled at 300K-500K), and upload it through the registration system. After the upload is successful, enter the registration qualification review state. If the application information is submitted many times before the qualification examination, the information previously reported will be automatically replaced with the information previously reported.

3. Query the qualification examination results (11,9:00- 1 1, 22,0, 12:00). Qualification examination generally takes 1-2 working days, and applicants must log on to the registration website in time to check the qualification examination results within the specified time. Once the registration information is approved, it cannot be changed. If the registration information fails to pass the review or fails to pass the review, it can be changed before 1 1 and 2 1, and cannot be changed after the deadline.

4. Registration confirmation (19: 00 on October 22nd-112: 00). After passing the qualification examination, the applicants must register and confirm within the specified time. After registration is confirmed, registration is successful; Failure to confirm on time will be deemed as abandonment of registration. During the online registration period, the registration information of the selected position will be updated on the registration website in time. Eligible students should pay attention to it in time, and make a comprehensive analysis based on their personal situation and the number of applicants to prevent them from being too concentrated in certain positions. Qualification examination runs through the whole process of selection and transfer. In any link, if it is found that the candidate does not meet the qualification conditions for transfer, or has fraudulent behavior, once verified, the qualification for transfer will be cancelled.

(2) primary election

After the registration is confirmed, primary elections will be held in different districts, and the specific time and place will be notified separately. The results of the primary election will be announced on the registration website, and those who pass the primary election will enter the comprehensive test.

(3) Comprehensive test

The comprehensive test is planned to be conducted at 65438 in late February, 2022, organized by job classification, and the specific time and place will be notified separately.

The comprehensive test objectively and comprehensively understands the candidates' political quality, ideological and moral character, basic ability and development potential, and uses the percentage system to calculate the score. According to the comprehensive test results, the list of candidates for inspection and medical examination will be determined in equal amount for the positions of organs and institutions directly under the Qingdao Municipality; Candidates who are not shortlisted and reach the minimum qualified score line of the positions of municipal organs and institutions will be selected as candidates for post inspection and physical examination of district and city institutions, and will not occupy the number of district and city adjustment plans, and will be selected on the spot according to the comprehensive test results. Specific matters will be notified separately.

For positions in institutions with districts and cities, the list of candidates for inspection and physical examination shall be determined according to the proportion of the planned number of people in each district and city.

(4) Inspection and physical examination

The inspection work is organized and implemented in the university where the candidates are located in accordance with the relevant provisions of the civil service recruitment inspection. Those who fail to pass the inspection or give up the inspection qualification will be disqualified.

Physical examination shall be conducted in accordance with the standards and requirements of civil servants' physical examination. Give up the medical examination or the medical examination is unqualified, and cancel the qualification for transfer.

The specific time and place of inspection and physical examination will be notified separately. If the results are distorted due to fraud or concealment during physical examination, the qualification for adjustment will be cancelled.

(5) Employment publicity

According to the comprehensive test, investigation and physical examination, determine the list of personnel to be transferred. If there is a vacancy due to personal abandonment and other reasons, the positions of municipal organs and institutions will no longer be filled; The positions of district and city institutions shall be replenished in turn according to the comprehensive test results (those with the same comprehensive test results shall be replenished together). The list of candidates to be transferred shall be publicized on the registration website for 5 working days. Once the personnel to be transferred are publicized, they will not be replenished. If there is no objection or the problems reflected at the expiration of the publicity period do not affect the selection, the organization department of the municipal party Committee and the organization department of the district (city) Committee shall sign a tripartite employment agreement with the students themselves in accordance with the regulations. If the transferred person fails to obtain the corresponding diploma and degree certificate within the specified time, the transfer relationship will automatically terminate. After the contract is signed, the contract may not be terminated without the consent of the organization department. The transferred personnel must hand over the files to the employer within the specified time.

The probation period of the selected personnel is 1 year, and the employer will conduct assessment after the probation period expires. Formal employment after passing the examination, and termination of employment contract for those who fail.

Management training

The selected personnel are managed by the Organization Department of Qingdao Municipal Committee, incorporated into the information base of Selected Graduates in the city, and tracked and trained. Those who have outstanding performance and meet the requirements can enter the civil service through merit-based transfer.

The salary after employment shall be determined in accordance with the relevant provisions of the salary of staff in Qingdao public institutions. According to the Opinions of Qingdao Municipal People's Government of Qingdao Municipal Committee of the Communist Party of China on Implementing the Plan of "Strengthening Youth with Talents" in the New Era (Qingfa [2022] No.8) and relevant regulations, the housing subsidies for doctoral students, master students and undergraduate graduates shall be paid according to the standards of 1200 yuan/month, 800 yuan/month and 500 yuan/month respectively, and the payment time shall not exceed 36 months; For doctoral students and master students who bought the first commercial house in Qingdao, they were given a one-time resettlement fee of 6.5438+0.5 million yuan and 6.5438+0.5 million yuan respectively.

Disciplinary requirements

The whole process of transfer shall be supervised, and the personnel and participants involved in the transfer shall strictly follow the transfer announcement and relevant policies and regulations. If there is fraud, favoritism and other violations of discipline requirements, once verified, it will be dealt with severely in accordance with relevant regulations.
