In order to respond to COVID-19 and support small and medium-sized enterprises to tide over the difficulties, on February 13, the Municipal Human Resources and Social Security Bureau issued 10 policy measures to support enterprises to resume work and production.

1. Increase the return of unemployment insurance. Implement various policies to relax enterprise unemployment insurance, simplify procedures, and ensure the timely disbursement of funds returned by enterprise unemployment insurance.

2. Deferred payment of social insurance premiums. Enterprises affected by the epidemic, facing temporary difficulties in production and operation, and really unable to pay social insurance premiums in full may, upon approval, defer payment of old-age insurance, unemployment insurance and work-related injury insurance premiums, and the deferment period shall generally not exceed 6 months, and the longest shall not exceed 12 months. During the holdover period, late payment fees are exempted, and employees can enjoy social insurance benefits according to regulations. After the holdover period expires, the enterprise will pay the social insurance premium in full, without affecting the personal rights and interests of the insured.

3. Implement skills upgrading subsidies. All kinds of enterprises affected by the epidemic organize employees to participate in all kinds of online vocational training and obtain national vocational qualification certificates during the suspension of production, and give skills upgrading subsidies according to regulations.

4. Increase employment subsidies. For enterprises that start to produce and distribute urgently needed materials for epidemic prevention and control during the Spring Festival, if they meet the requirements, they will be given a one-time employment subsidy of 2,000 yuan/person stipulated by the provincial government.

5. Increase the support of business guarantee loans. For the personal business guarantee loan that has been issued, if the borrower suffers from novel coronavirus, he may apply to the loan bank for deferred repayment. In principle, the extension period shall not exceed 1 year, and the financial department will continue to give discount support.

6. Delayed pension processing. If the newly-added retirees fail to declare in time due to the epidemic situation, the pension will be reissued from the next month after the audit.

7. Carry out online job search and recruitment services. During the epidemic prevention and control period, the on-site job fair was suspended and turned into an online job fair. 8. Identification of work-related injuries in epidemic prevention and control. In the prevention and control work in novel coronavirus, medical staff and related staff who died of novel coronavirus infection or novel coronavirus infection due to the performance of their duties shall be recognized as work-related injuries. In the epidemic prevention work organized by government departments at all levels, those who are assigned by the employer to infect novel coronavirus or die in novel coronavirus are regarded as work-related injuries.

9. Strengthen psychological counseling for job hunting. Organize experienced career guidance teachers, psychological counselors and college psychological teachers, launch online counseling courses and open psychological hotlines. Provide on-site service for enterprises and carry out online job-hunting psychological counseling.

10. Conduct online processing of various businesses.
