The recipient doesn't believe it. Only when they see a mountain of express delivery will they believe that it is really out of reach. Only a few people can understand it. But I think if you work in a big logistics company, the division of labor should be relatively clear, unlike a small express delivery point, you have to do so much work and wear a few hats.
