No, Tesco is a British retailer and one of the three largest retailers in the world. It belongs to a foreign-funded enterprise. Foreign-funded enterprises in China are forbidden to set foot in the field of cigarette sales in China.

Article 18 of the Measures for the Administration of Tobacco Monopoly Licenses: Foreign-invested commercial enterprises or individual industrial and commercial households shall not engage in the wholesale or retail business of tobacco monopoly products, or engage in the business of tobacco monopoly products in disguised form by franchising, attracting franchisees and other reinvestments.

According to the new method, foreign-funded enterprises include Chinese-foreign joint ventures, Chinese-foreign cooperative enterprises and wholly foreign-owned enterprises. This means that large international supermarket chains, such as Carrefour, Wal-Mart and Lotus, will not be able to sell cigarettes in China.
