What does zero employment mean?

Zero employment is flexible employment. It means that the dispatching unit recruits and manages employees without using them, and the employer uses employees but does not recruit and manage employees. From the perspective of legal relationship, workers sign labor contracts with labor dispatch units, and labor dispatch units sign labor dispatch agreements with employers, involving workers, employers (namely labor dispatch units) and employers.
