At present, the management of the three basic elements of traffic safety-people, vehicles and road environment-involves many management departments, and the management objects and scope of each department are specific and different, which leads to the lack of authority, unity and standardization of traffic safety policies and regulations issued by each department. In addition to the omission of traffic safety policies and regulations caused by many policies, what is more serious is the conflict between policies and regulations formulated by different departments, which makes it difficult to form a unified traffic safety policy.

In addition, because traffic safety management involves many departments, multi-head management increases the cost of traffic management. All departments involved in traffic safety tend to attach importance to their own interests and ignore social interests when formulating and implementing their relevant policies and regulations. Many departments ignore the management of their own responsibilities, but instead manage their non-departmental responsibilities offside. Eventually, traffic safety management departments overlap, which brings great inconvenience to all participants involved in traffic safety.

Another result of the multi-head system of traffic safety management department is that the division of traffic safety management functions is unscientific at present. For example, the current traffic safety management only includes "traffic order maintenance, traffic accident handling, vehicle safety inspection, driver assessment, safety publicity and education" of the public security traffic department, which actually greatly narrows the content and scope that traffic safety should cover. Judging from the actual effect of traffic safety management, the current traffic safety management only talks about traffic safety from the superficial safety and management of people, vehicles and roads, and seriously ignores the role of road environment in traffic safety and the mutual relationship and interaction among people, vehicles and roads. Because traffic safety involves three basic elements: people, vehicles and road environment, its safety countermeasures should include a series of specific measures such as prevention before the accident, reduction of damage in the accident and rescue after the accident. Without the safety design, construction and maintenance of roads, the active and passive safety performance of vehicles, the daily safety management of transport vehicles, and the safety certification and code of conduct of automobile transport enterprises and automobile maintenance enterprises, it is undoubtedly unscientific to talk about reducing and preventing traffic accidents and improving traffic safety. Although China's traffic management has made great progress in management means in recent years, it still shows obvious lag compared with the rapid development of highway traffic in China.
