Interim Provisions of Shenyang Hong Xiao Municipality on Automobile Management

Article 1 These Provisions are formulated in order to strengthen the management of minibuses, safeguard the legitimate rights and interests of passengers and operators, and promote the development of passenger transport in our city. Article 2 The development of minibus operation shall be based on equal bidding, diversified business, unified access and unified management. Article 3 All units and individuals engaged in minibus business within the administrative area of this Municipality (hereinafter referred to as minibus operators) shall abide by these Provisions. Article 4 The Municipal Transportation Administration (hereinafter referred to as the Municipal Transportation Bureau) is responsible for the unified management of the minibus industry. Its duties are:

(seven) to check the implementation of these provisions, and to commend or punish those who abide by or violate these provisions. Article 5 Units and individuals applying for operating minibus business must go through the following procedures:

(a) the unit holds the certificate of the superior competent department, and the individual holds the household registration certificate and the certificate of the subdistrict office or the township people's government to apply to the Municipal Transportation Bureau.

(2) After reviewing the applicants, funds, drivers and business qualifications, the Municipal Transportation Bureau will receive the Approval Form for Operating Passenger Cars, bid for routes and purchase vehicles.

(3) register with the local transportation management department, apply to the administrative department for industry and commerce for business license or business license of enterprise legal person, and apply to the tax authorities and insurance companies for tax registration, third-party liability insurance and passenger accident insurance.

(4) With the driving license, business license or business license of enterprise as a legal person, tax registration, insurance registration and driving license, go to the Municipal Transportation Bureau to receive the "Xiao Gong ××××× Automobile Transportation Certificate" and pay relevant fees. Eleventh small bus operators must implement the unified charging standards formulated by the price department. The starting price is 50 cents, priced by sections, and three kilometers is a section. For each additional section, add 50 points, with a maximum of 2 yuan, and use uniformly printed bills. No unit or individual is allowed to set prices, change charging methods or print bills without authorization. Twelfth passengers are not allowed to carry flammable, explosive or unsafe items left behind. When carrying articles with a volume of more than 0.125m3 and a weight of more than 20kg, you should purchase tickets. Thirteenth minibus drivers and ticket sellers shall abide by the following provisions when operating services:
