The public security organs shall manage the auxiliary police at different levels, and evaluate, promote or lower the level of the auxiliary police according to the standards and procedures prescribed by the state. The rank of auxiliary police should be used as the basis for determining the salary and other welfare benefits of auxiliary police. Auxiliary police at all levels have no leadership, command and subordinate relationship.

Auxiliary police refers to non-people police personnel who are included in the approved establishment management, openly recruited for the society, and provide auxiliary support for the daily operation and police activities of public security organs.

Auxiliary police are divided into civilian auxiliary police and service auxiliary police according to their post responsibilities. It does not include those who are engaged in catering, cleaning, security and other logistics services in public security organs, and those who are responsible for social prevention and control such as public security joint defense, public security volunteers, village security teams and school security teams.

First, the application for auxiliary police should meet the following basic conditions:

(1) Having China nationality;

(two) support the Constitution of People's Republic of China (PRC) and abide by laws and regulations;

(3) Having good political quality and moral conduct;

(four) meet the requirements of age and education stipulated by the state and this province;

(five) with the ability to work, professional qualifications or special skills required by the state and the province to perform their duties;

(6) Having the physical conditions and psychological quality to perform their duties normally;

(seven) other conditions stipulated by laws and regulations.

Two, the auxiliary police shall not engage in the following work:

(a) to undertake tasks such as domestic security, anti-cult, anti-terrorism and technical reconnaissance;

(2) Handling matters involving state secrets;

(three) issue an appraisal report to identify the responsibility for traffic accidents;

(four) to make administrative decisions such as administrative licensing, administrative coercion and administrative punishment;

(five) the implementation of criminal and administrative compulsory measures;

(six) to carry out case investigation and evidence collection, audit work;

(7) Keeping weapons and police equipment;

(eight) other work that the state shall not engage in.
